The Study<br />

4.1 Study Methodology<br />

The study “<strong>Value</strong> <strong>Cha<strong>in</strong></strong> analysis <strong>of</strong> <strong>Fishery</strong> <strong>in</strong> <strong>Puri</strong> <strong>and</strong> <strong>Ganjam</strong> <strong>District</strong> <strong>of</strong> <strong>Orissa</strong>” has been<br />

structured to capture the essence <strong>of</strong> the processes <strong>and</strong> flow <strong>of</strong> the value cha<strong>in</strong> <strong>in</strong> fishery. The<br />

framework <strong>of</strong> the study will help underst<strong>and</strong> the levels <strong>of</strong> the value cha<strong>in</strong> –its role <strong>and</strong> importance,<br />

the cost <strong>of</strong> operation, the barriers to entry, mobility <strong>and</strong> exit, the economy <strong>of</strong> scale, the effect <strong>of</strong><br />

market forces viz. the dem<strong>and</strong> <strong>and</strong> supply forces, etc. The study has been designed to map the<br />

key processes <strong>and</strong> flows <strong>in</strong> the value cha<strong>in</strong> <strong>of</strong> fishery <strong>in</strong> respect to the local market, regional<br />

markets <strong>and</strong> the <strong>in</strong>ternational market.<br />

4.2 Research Plann<strong>in</strong>g <strong>and</strong> fieldwork<br />

4.2.1 Research framework<br />

The framework employed <strong>in</strong> the research “<strong>Value</strong> <strong>Cha<strong>in</strong></strong> analysis <strong>of</strong> <strong>Fishery</strong> <strong>in</strong> <strong>Puri</strong> <strong>and</strong> <strong>Ganjam</strong><br />

<strong>District</strong> <strong>of</strong> <strong>Orissa</strong>” is a stratified framework <strong>in</strong> which the stakeholders are employed on the<br />

horizontal axis <strong>of</strong> <strong>in</strong>quiry <strong>and</strong> the various concerns <strong>and</strong> issues, processes <strong>and</strong> flows, etc are on the<br />

vertical axis. This framework is so designed as to map the entire value cha<strong>in</strong> across levels <strong>of</strong> the<br />

value cha<strong>in</strong> <strong>and</strong> to br<strong>in</strong>g them on a common axis so as to <strong>in</strong>duce a complete <strong>and</strong> holistic<br />

underst<strong>and</strong><strong>in</strong>g <strong>of</strong> the cha<strong>in</strong>.<br />

4.2.2 Tools <strong>and</strong> Techniques<br />

The study has adopted various tools <strong>and</strong> techniques for collection <strong>of</strong> <strong>in</strong>formation on various<br />

aspects. Some <strong>of</strong> them are detailed below.<br />

Under secondary research, a thorough desk review was undertaken to develop <strong>in</strong>sights <strong>in</strong>to the<br />

key areas that needs to be focused dur<strong>in</strong>g the primary research <strong>and</strong> discussions were held with<br />

various knowledgeable persons <strong>in</strong> the fishery sector to collect <strong>in</strong>formation related to the issue on<br />

h<strong>and</strong>.<br />

Primary Research<br />

Primary research was conducted <strong>in</strong> <strong>Puri</strong> <strong>and</strong> <strong>Ganjam</strong> district to collect first h<strong>and</strong> <strong>in</strong>formation on the<br />

specific parameters developed on the basis <strong>of</strong> objectives <strong>of</strong> the study. In the primary research,<br />

both qualitative <strong>and</strong> quantitative approach has been adopted<br />

In-depth Interview<br />

In depth <strong>in</strong>terviews were conducted to obta<strong>in</strong> <strong>in</strong>formation from the key respondents on the issues<br />

<strong>and</strong> concerns <strong>of</strong> the value cha<strong>in</strong> <strong>of</strong> fishery <strong>in</strong> the study area. Different semi structured<br />

questionnaires were prepared for the purpose <strong>and</strong> used as the tool <strong>of</strong> research.<br />

Group Discussions<br />

Various Group Discussions were arranged between the fisherman as well as the different players<br />

<strong>of</strong> the value cha<strong>in</strong>. These discussions were useful <strong>in</strong> f<strong>in</strong>d<strong>in</strong>g out the different aspects <strong>of</strong> various<br />

value cha<strong>in</strong>s for fishery. It also helped <strong>in</strong> validat<strong>in</strong>g the <strong>in</strong>formation collected by the <strong>in</strong>dividual<br />

<strong>in</strong>vestigators through face-to-face <strong>in</strong>terviews with <strong>in</strong>dividuals or otherwise. Instruction moderat<strong>in</strong>g<br />

schedules were used as tools for the purpose.<br />
