Draft Report on “<strong>Fishery</strong> Supply <strong>Cha<strong>in</strong></strong>”<br />

Confidential<br />

8.7.1 Supply <strong>of</strong> product<br />

The supply <strong>of</strong> the fishes from the l<strong>and</strong><strong>in</strong>g center is through the middleman via agents / auctioneer<br />

to the wholesaler or the commission agent at the regional market. The <strong>in</strong>ternational market takes<br />

up the value cha<strong>in</strong> <strong>of</strong> exporters via commission agent to the <strong>in</strong>ternational market directly or<br />

through buyer arrangement. Both the supply cha<strong>in</strong>s are robust <strong>in</strong> the sense that the backward<br />

l<strong>in</strong>kages <strong>of</strong> the cha<strong>in</strong>, which serves as the feeder channel, are strongly networked <strong>and</strong> supported<br />

by other l<strong>in</strong>kages like credit, <strong>in</strong>formal relationships <strong>and</strong> other fr<strong>in</strong>ge facilities which keep the feeder<br />

channel or the fishermen base <strong>in</strong>tact for the present value cha<strong>in</strong>.<br />

The operational efficiency <strong>of</strong> the value cha<strong>in</strong> for domestic market, <strong>in</strong> delivery <strong>of</strong> goods can be<br />

considered to be average to good based on the parameters <strong>of</strong> timely delivery, packag<strong>in</strong>g <strong>and</strong><br />

transportation. But the value cha<strong>in</strong> is <strong>in</strong>efficient <strong>in</strong> h<strong>and</strong>l<strong>in</strong>g the volume <strong>of</strong> trade as losses from<br />

dry<strong>in</strong>g <strong>of</strong> the community amounts for 3 – 7 %, various species are dried ow<strong>in</strong>g to lack <strong>of</strong> buyers for<br />

them, grad<strong>in</strong>g <strong>and</strong> sort<strong>in</strong>g operations <strong>and</strong> because the <strong>in</strong>formation gap between the market <strong>and</strong><br />

the producer is high.<br />

8.7.2 Place/ distribution<br />

The present value cha<strong>in</strong> for fishery is concentrated ma<strong>in</strong>ly to few regional markets that <strong>in</strong>clude<br />

Kolkata <strong>and</strong> Bhubneswar. There is some movement <strong>of</strong> product to Delhi, Mumbai <strong>and</strong><br />

Vishakhapatanam market as well. The potential <strong>of</strong> other markets is yet to be explored which may<br />

be lucrative <strong>and</strong> pr<strong>of</strong>it yield<strong>in</strong>g. The value cha<strong>in</strong> is limited <strong>in</strong> terms <strong>of</strong> number <strong>of</strong> market <strong>and</strong><br />

spread <strong>of</strong> the product on geographical locations.<br />

Also the value cha<strong>in</strong> needs to explore <strong>and</strong> identify the location <strong>of</strong> potential customers, which are<br />

catered by supply cha<strong>in</strong> orig<strong>in</strong>at<strong>in</strong>g at other location, <strong>and</strong> ‘push’ the product strategically <strong>in</strong> the new<br />

markets. The limitation <strong>of</strong> the present value cha<strong>in</strong> <strong>in</strong> terms <strong>of</strong> market<strong>in</strong>g <strong>in</strong>telligence is immense.<br />

The market <strong>in</strong>formation to the players <strong>of</strong> the value cha<strong>in</strong> is limited. The middleman <strong>of</strong> the present<br />

cha<strong>in</strong> is the l<strong>in</strong>k to the domestic market. The price <strong>in</strong>formation is limited to him <strong>and</strong> is normally not<br />

shared with the players lower <strong>in</strong> the value cha<strong>in</strong>. The feeder channel is unaware <strong>of</strong> the market<br />

dem<strong>and</strong> <strong>of</strong> the external market <strong>and</strong> normally the produce is dispatched without this <strong>in</strong>formation to<br />

the markets. This severely impedes the pr<strong>of</strong>itability <strong>of</strong> operation.<br />

8.7.3 Promotion <strong>and</strong> price<br />

The present value cha<strong>in</strong> <strong>of</strong> fishery does not practice promotion <strong>and</strong><br />

pric<strong>in</strong>g strategy for the product. The market<strong>in</strong>g <strong>of</strong> the product is done<br />

under the generic br<strong>and</strong> value that is highly associated with the<br />

species <strong>in</strong> trade. The br<strong>and</strong><strong>in</strong>g <strong>of</strong> the source is not prevalent <strong>in</strong> this<br />

trade. Except for the prawn com<strong>in</strong>g from Chilka, which has an<br />

association with the place <strong>of</strong> orig<strong>in</strong>, no other variety has any specific<br />

br<strong>and</strong><strong>in</strong>g to segregate the product from other available <strong>of</strong>fer <strong>in</strong> the<br />

market.<br />

Prawns from Chilka<br />

are considered to be<br />

<strong>of</strong> good quality, size<br />

<strong>and</strong> taste <strong>and</strong> <strong>of</strong><br />

natural brackish water<br />

orig<strong>in</strong>; hence it<br />

fetches a premium<br />

price <strong>in</strong> the market.<br />

The value cha<strong>in</strong> completely looses any dist<strong>in</strong>ction <strong>in</strong> terms <strong>of</strong> market acceptance <strong>of</strong> its product.<br />

The product does not get premium price because <strong>of</strong> its superior quality or any special feature. The<br />

lacunae created can be traced <strong>in</strong> product position<strong>in</strong>g <strong>and</strong> br<strong>and</strong><strong>in</strong>g that hampers the pr<strong>of</strong>it marg<strong>in</strong>,<br />

which it would have generated otherwise.<br />

8.7.4 Service <strong>and</strong> customer relations<br />

The value cha<strong>in</strong> for fishery normally has <strong>in</strong>formal flow <strong>of</strong> relationship between the players <strong>and</strong><br />

‘word <strong>of</strong> mouth’ is the normal parlance <strong>in</strong> trade. The product ‘fish’ can be placed <strong>in</strong> the nonbr<strong>and</strong>ed<br />

fast mov<strong>in</strong>g consumer goods <strong>and</strong> hence shows dist<strong>in</strong>ct characteristic <strong>of</strong> non-association<br />

<strong>of</strong> the customer with the product.<br />

The entire trade is not formalized <strong>in</strong> terms <strong>of</strong> contracts <strong>and</strong> agreements between the actors <strong>of</strong> the<br />

value cha<strong>in</strong>. The flow <strong>of</strong> good <strong>and</strong> services are on mutual trust <strong>and</strong> agreement, which are not<br />

documented. The trade is highly unorganized <strong>in</strong> terms <strong>of</strong> credit <strong>and</strong> f<strong>in</strong>ances. The credit services<br />
