after deduct<strong>in</strong>g the variable cost <strong>of</strong> operation. The rema<strong>in</strong><strong>in</strong>g cash is distributed equally amongst<br />

the members <strong>in</strong>clud<strong>in</strong>g the boat, net <strong>and</strong> mach<strong>in</strong>e as one part respectively. Additionally they are<br />

provided food if the voyage is longer than a day.<br />

The average daily earn<strong>in</strong>g for this segment is Rs. 80 – 100 per day <strong>and</strong> the average annual<br />

<strong>in</strong>come accru<strong>in</strong>g to this segment is Rs. 13,846 with a st<strong>and</strong>ard deviation <strong>of</strong> Rs.4, 651. This is<br />

based on the primary study taken up <strong>in</strong> <strong>Puri</strong> <strong>and</strong> <strong>Ganjam</strong> district.<br />

Fishermen - Boat <strong>and</strong> Net Share Owners<br />

Normally the actor <strong>in</strong> this segment has one or two boats. Either the owner accompanies the hired<br />

crew for fish<strong>in</strong>g or some family member <strong>of</strong> the boat owner accompanies the crew. The fisherman<br />

is generally tied up with any <strong>of</strong> the gaddiwala’s because <strong>of</strong> the credit l<strong>in</strong>kages <strong>and</strong> other accessory<br />

facilities provided by them. In some cases, the boat owners do not go for fish<strong>in</strong>g, <strong>in</strong>stead act as an<br />

agent or auctioneer at the l<strong>and</strong><strong>in</strong>g center. Another important activity taken up by the fisherman is<br />

to auction the catch after it l<strong>and</strong>s on the coastl<strong>in</strong>e. The fisherman is also accountable for the<br />

management <strong>of</strong> the variable <strong>in</strong>puts <strong>and</strong> hence is responsible for its availability.<br />

The cost <strong>of</strong> operation for this segment is high. The capital <strong>in</strong>vestment <strong>in</strong> this segment is ma<strong>in</strong>ly <strong>in</strong><br />

the fish<strong>in</strong>g gears. Another major expenditure is the variable expense <strong>in</strong> terms <strong>of</strong> operat<strong>in</strong>g cost <strong>of</strong><br />

the trade. The cost <strong>of</strong> operation <strong>of</strong> the traditional boat without motor is Rs. 72, 097 (Fixed cost<br />

be<strong>in</strong>g Rs. 65273 <strong>and</strong> variable cost be<strong>in</strong>g Rs.6825) <strong>and</strong> that for motorized craft is Rs. 4,05,870<br />

(Fixed cost be<strong>in</strong>g Rs. 196762 <strong>and</strong> variable cost be<strong>in</strong>g Rs. 209108). The <strong>in</strong>come generated for this<br />

segment is on part basis i.e. 1 part each for the boat, net <strong>and</strong> mach<strong>in</strong>e (if applicable) after<br />

deduct<strong>in</strong>g the cost <strong>of</strong> fuel <strong>and</strong> his share from the catch. The average annual <strong>in</strong>come accru<strong>in</strong>g to<br />

this segment with traditional craft without motor is Rs. 20,090 with a st<strong>and</strong>ard deviation <strong>of</strong> Rs.<br />

7,077 <strong>and</strong> that for the motorized craft is Rs. 31,954 with a st<strong>and</strong>ard deviation <strong>of</strong> Rs. 15,600.<br />

Trawler Owners<br />

This segment has a limited presence <strong>in</strong> <strong>Puri</strong> district <strong>and</strong> is totally absent from <strong>Ganjam</strong> district. The<br />

actor <strong>in</strong> this segment has taken up fishery as a commercial venture as compared to the livelihood<br />

venture <strong>of</strong> the traditional fishermen with country craft with or without motors. The major role <strong>and</strong><br />

responsibility <strong>of</strong> the actor is to <strong>in</strong>vest the capital required to carry on the activity <strong>and</strong> to arrange for<br />

the operational <strong>in</strong>puts required for the venture. The trawler owners normally do not accompany the<br />

fish<strong>in</strong>g operation; <strong>in</strong>stead they take up the additional role <strong>of</strong> runn<strong>in</strong>g a ‘Gaddi’ at the l<strong>and</strong><strong>in</strong>g center.<br />

The crew is paid 12-15% <strong>of</strong> the catch <strong>in</strong> case <strong>of</strong> bigger trawlers <strong>and</strong> 20% <strong>in</strong> case <strong>of</strong> small trawlers.<br />

This percentage is determ<strong>in</strong>ed after deduct<strong>in</strong>g the cost <strong>of</strong> operation for each voyage. With<strong>in</strong> the<br />

crew, the percentage is divided <strong>in</strong> parts on the basis <strong>of</strong> which 2 parts goes to the driver <strong>and</strong> 1 part<br />

shared amongst the rema<strong>in</strong><strong>in</strong>g crewmembers. The smaller generic fish, which is dried onboard, is<br />

distributed equally among the crew <strong>of</strong> the trawlers <strong>and</strong> the owner does not get anyth<strong>in</strong>g from it.<br />

The cost <strong>of</strong> operation for this segment is high as compared to others. The total cost <strong>of</strong> operation<br />

is Rs. 18,68,067 (Fixed cost be<strong>in</strong>g Rs. 1500000 <strong>and</strong> variable cost be<strong>in</strong>g Rs. 368067) with a<br />

st<strong>and</strong>ard deviation <strong>of</strong> Rs.2, 77,143. The average annual <strong>in</strong>come accru<strong>in</strong>g to the trawler owner is<br />

Rs. 2,66,666 with a st<strong>and</strong>ard deviation <strong>of</strong> Rs. 2,886.<br />

Auction agents<br />

The actors <strong>of</strong> this segment do not trade <strong>in</strong> fish themselves, but only arrange for the sale through<br />

an auction or barga<strong>in</strong><strong>in</strong>g system. The auctioneers generally belong to the fish<strong>in</strong>g community <strong>and</strong><br />

<strong>of</strong>ten come from the same village <strong>and</strong> are attached to ‘Gaddiwala’s’. The auctioneers sometimes<br />

take the role <strong>of</strong> an agent for the boat owners also <strong>and</strong> have the responsibility <strong>of</strong> ensur<strong>in</strong>g the<br />

realization <strong>of</strong> money from the buyers.<br />
