7.6 Players <strong>in</strong> the <strong>Cha<strong>in</strong></strong><br />

Players are the actors who take up various activities <strong>in</strong> the cha<strong>in</strong> <strong>in</strong> lieu <strong>of</strong> certa<strong>in</strong> returns accru<strong>in</strong>g<br />

to them. The roles <strong>and</strong> responsibilities <strong>of</strong> the players are def<strong>in</strong>ed <strong>and</strong> specific. The actors perform<br />

unique function <strong>in</strong> the cha<strong>in</strong>, which is exclusive <strong>in</strong> nature <strong>and</strong> hence categorizes the actors based<br />

on the activity undertaken/service provided by them.<br />

Irrespective <strong>of</strong> the cha<strong>in</strong> based on the product or market segmentation, the actors present <strong>in</strong> the<br />

cha<strong>in</strong> are as follows –<br />

Fishermen, boat <strong>and</strong> net owner<br />

Fishermen Without Boats<br />

This category constitutes the largest number <strong>of</strong> actors <strong>in</strong> the cha<strong>in</strong>. It comprises <strong>of</strong> people who are<br />

capable <strong>of</strong> fish<strong>in</strong>g but cannot take up the operation as they are poor <strong>and</strong> vulnerable <strong>and</strong> do not<br />

have the resources to undertake fish<strong>in</strong>g on their own. They tie up with the fishermen own<strong>in</strong>g<br />

boats; gaddiwalas who recommend them to fishermen tied up with them or their own boat <strong>and</strong><br />

trawler owners.<br />

The ma<strong>in</strong> role <strong>of</strong> the labourers is to support <strong>and</strong> assist the boat owners <strong>in</strong> the fish capture. They<br />

also take up the repair <strong>and</strong> ma<strong>in</strong>tenance <strong>of</strong> the fish<strong>in</strong>g gears for the boat owners with whom they<br />

are associated. The cost <strong>of</strong> operation for this segment is negligible as no capital <strong>in</strong>vestment is<br />

required on their part to enter the trade.<br />

The payment to them is made on the basis <strong>of</strong> percentage/part <strong>of</strong> the catch per voyage. The terms<br />

<strong>and</strong> condition for payment is normally same <strong>in</strong> the districts <strong>of</strong> <strong>Ganjam</strong> <strong>and</strong> <strong>Puri</strong>. The total cash<br />
