Conclusion<br />

The research on the value cha<strong>in</strong> <strong>of</strong> fishery illum<strong>in</strong>ated the processes <strong>and</strong> procedure that are <strong>in</strong><br />

vogue <strong>in</strong> the traditional value cha<strong>in</strong>. It identified the various levels that exist <strong>in</strong> the present value<br />

cha<strong>in</strong> <strong>and</strong> analyzed its strength <strong>and</strong> weakness. The research helped <strong>in</strong> analyz<strong>in</strong>g the roles <strong>and</strong><br />

responsibilities <strong>of</strong> the various players <strong>and</strong> at the same time looked <strong>in</strong> empathically <strong>in</strong>to the<br />

problems <strong>of</strong> the various players. The study also identified the various stakeholders <strong>of</strong> the fishery<br />

bus<strong>in</strong>ess – the co-operation <strong>and</strong> conflict between their <strong>in</strong>terests <strong>and</strong> the platforms where they can<br />

synergize their actions for the susta<strong>in</strong>able <strong>and</strong> effective use <strong>of</strong> the natural resource <strong>in</strong> the best<br />

<strong>in</strong>terest <strong>of</strong> all. The study also looked <strong>in</strong>to various policies <strong>and</strong> issues related to the fishery<br />

bus<strong>in</strong>ess <strong>and</strong> analyze their implications, both positive <strong>and</strong> negative on all the players.<br />

The research sees the entire bus<strong>in</strong>ess <strong>in</strong> the perspective <strong>of</strong> an <strong>in</strong>dustry but has tried to ma<strong>in</strong>ta<strong>in</strong><br />

livelihood focus throughout. NiMble’s research <strong>in</strong>dicates that the fishery bus<strong>in</strong>ess can be looked<br />

<strong>in</strong>to “market” <strong>and</strong> “product” terms. This <strong>in</strong>ter-alia would help <strong>in</strong> identify<strong>in</strong>g the <strong>in</strong>dividual products /<br />

species <strong>in</strong> terms <strong>of</strong> their potential to earn pr<strong>of</strong>it, the dem<strong>and</strong> <strong>and</strong> the supply parameters.<br />

Supply <strong>Cha<strong>in</strong></strong><br />

The control over the entire supply cha<strong>in</strong> is <strong>in</strong> the h<strong>and</strong>s <strong>of</strong> few large players i.e. traders <strong>and</strong><br />

exporters. The price <strong>of</strong> majority <strong>of</strong> species with<strong>in</strong> these two districts at most <strong>of</strong> the l<strong>and</strong><strong>in</strong>g center<br />

is determ<strong>in</strong>ed by these “select few”.<br />

There are large numbers <strong>of</strong> “<strong>in</strong>termediaries” with<strong>in</strong> the supply cha<strong>in</strong> who add to the prices <strong>of</strong> the<br />

species without add<strong>in</strong>g “value” to the extent <strong>of</strong> the f<strong>in</strong>al price realized by end consumers. Only<br />

about 20-25% goes to the first leg <strong>of</strong> the supply cha<strong>in</strong> i.e. fishermen. Notable exception observed<br />

be<strong>in</strong>g for high value products like prawns <strong>and</strong> pomfrets (where <strong>in</strong>termediaries are less <strong>in</strong> number)<br />

where fishermen are fetched between 60- 70% <strong>of</strong> the consumer price.<br />

The logistical <strong>in</strong>frastructure is weak except <strong>in</strong> Balugaon (be<strong>in</strong>g on the national highway). Efforts<br />

are be<strong>in</strong>g made by the Chilka Development Authority to spruce up the logistical facilities <strong>in</strong>clud<strong>in</strong>g<br />

market<strong>in</strong>g yard, chill<strong>in</strong>g centers, weigh<strong>in</strong>g mach<strong>in</strong>es etc. However, <strong>in</strong> other centers there is much<br />

to be desired <strong>and</strong> as comprehended by us, any significant short to middle term development is<br />

highly unlikely. There is complete absence <strong>of</strong> <strong>in</strong>sulated vehicles except those owned by the<br />

exporters, which have an adverse effect on the keep<strong>in</strong>g quality. The same is true for timely<br />

availability <strong>of</strong> transportation vehicles though few <strong>in</strong>dividual traders are resort<strong>in</strong>g to use <strong>of</strong> own<br />

vehicles.<br />

Market mechanism on the surface seems to be <strong>in</strong> l<strong>in</strong>e with perfect market<strong>in</strong>g practices <strong>in</strong> terms <strong>of</strong><br />

auctions etc for determ<strong>in</strong>ation <strong>of</strong> prices <strong>and</strong> buyers but <strong>in</strong>-depth <strong>in</strong>vestigations po<strong>in</strong>t to the implicit<br />

control over these mechanism by the “select few” (at least at the l<strong>and</strong><strong>in</strong>g centers).<br />

The research f<strong>in</strong>d<strong>in</strong>gs po<strong>in</strong>t out to the presence <strong>of</strong> patron-client relationship throughout the supply<br />

cha<strong>in</strong>. The absence <strong>of</strong> clear-cut policy on the rights over sea – from livelihood perspective <strong>and</strong><br />

well laid out guidel<strong>in</strong>es <strong>and</strong> regulations for its enforcement - not only strengthen but also<br />

perpetuate the patron-client relationship.<br />

The absence <strong>of</strong> formal credit mechanism <strong>in</strong> fact propels the fishermen to get <strong>in</strong>to this relationship<br />

– as otherwise they would not have means to get on with their traditional means <strong>of</strong> livelihood<br />
