(The fish feed everyone – the Gaddiwala, the middleman, the wholesaler,<br />

the retailer <strong>and</strong> the big export houses; except the poor fisherman.)<br />

Based on the study f<strong>in</strong>d<strong>in</strong>gs, for an <strong>in</strong>tervention <strong>in</strong> the fishery supply cha<strong>in</strong> by OXFAM, NiMble<br />

recommends a multi-fold approach:<br />

1. Policy Advocacy:<br />

a. NiMble recommends the policy advocacy <strong>in</strong> terms <strong>of</strong> the strict enforcement <strong>of</strong><br />

regulatory mechanisms by the regulatory bodies.<br />

b. Lobby<strong>in</strong>g for enact<strong>in</strong>g <strong>of</strong> Act for creation <strong>of</strong> <strong>Fishery</strong> Produce Market<strong>in</strong>g Committees<br />

c. Sett<strong>in</strong>g up <strong>of</strong> FPMC yards at select locales with<strong>in</strong> easy reach <strong>of</strong> smaller l<strong>and</strong><strong>in</strong>g<br />

centers look<strong>in</strong>g at f<strong>in</strong>ancial viability <strong>and</strong> volumes<br />

d. Establishment <strong>of</strong> transparent <strong>and</strong> streaml<strong>in</strong>ed auction mechanism under supervision<br />

<strong>of</strong> a committee consist<strong>in</strong>g <strong>of</strong> fishermen representative, trade representative <strong>and</strong><br />

government <strong>of</strong>ficials<br />

e. Strengthen<strong>in</strong>g the <strong>in</strong>frastructure facilities <strong>in</strong> exist<strong>in</strong>g market yards like Balugaonespecially<br />

basic amenities for women players<br />

f. Advocacy for establishment <strong>of</strong> Community Property Rights over near shore fish<strong>in</strong>g<br />

activities (References can be used from the activity undertaken <strong>in</strong> Japan <strong>and</strong><br />

Philipp<strong>in</strong>es for establishment <strong>of</strong> such community rights)<br />

g. Enact<strong>in</strong>g legislation for disbursement <strong>of</strong> credit us<strong>in</strong>g formal channels i.e. Rural<br />

regional banks, micro-credit organizations<br />

h. Advocacy for policy impetus on the establishment <strong>of</strong> aquaculture for species other<br />

than shrimp <strong>in</strong> the local economy – like Tuna, Sea Bass (already under pilot test<strong>in</strong>g <strong>in</strong><br />

Andhra Pradesh <strong>and</strong> Kerala) <strong>and</strong> other major varieties hav<strong>in</strong>g export potential<br />

i. Advocat<strong>in</strong>g for enactment <strong>of</strong> legislation provid<strong>in</strong>g the first right over catch to fishermen<br />

groups like “Samudram”<br />

2. Strengthen<strong>in</strong>g the Exist<strong>in</strong>g Supply <strong>Cha<strong>in</strong></strong> – Short Term<br />

NiMble feels that at this po<strong>in</strong>t <strong>in</strong> time with some <strong>of</strong> the <strong>in</strong>terventions that OXFAM is currently<br />

engaged <strong>in</strong> requires further resource <strong>in</strong>puts – both f<strong>in</strong>ancial <strong>and</strong> non-f<strong>in</strong>ancial<br />

a. Strengthen<strong>in</strong>g the activities under “Samudram” – the Women’s Market<strong>in</strong>g Cooperative<br />

<strong>in</strong> <strong>Ganjam</strong> <strong>and</strong> replicat<strong>in</strong>g it <strong>in</strong> <strong>Puri</strong> as well.<br />

One <strong>of</strong> the major impediments to the f<strong>in</strong>ancial viability <strong>of</strong> Samudram is the limited<br />

f<strong>in</strong>ancial resource that it has. This limits the purchase <strong>of</strong> the catch <strong>and</strong> participation <strong>in</strong><br />

the auctions. The second is the absence <strong>of</strong> tra<strong>in</strong>ed marketer/trader well versed <strong>in</strong> fish<br />

trade. Third is the <strong>in</strong>ability <strong>of</strong> the group <strong>in</strong> hav<strong>in</strong>g well-established tie-ups with regional<br />

markets <strong>and</strong> market players. Fourth, aga<strong>in</strong> relat<strong>in</strong>g to f<strong>in</strong>ancial resources is the lack <strong>of</strong><br />

cold storage or equipment for keep<strong>in</strong>g the product at the various locations for a longer<br />

time. Fifth constra<strong>in</strong>t is the absence <strong>of</strong> a well worked out transport mechanism. We<br />

feel that OXFAM can support the “group” <strong>in</strong> all these areas. It could th<strong>in</strong>k <strong>of</strong> replicat<strong>in</strong>g<br />

“The An<strong>and</strong> Pattern <strong>of</strong> Dairy Co-operatives Bus<strong>in</strong>ess Model” with suitable<br />

modifications.<br />

F<strong>in</strong>ancial Resources – An estimate <strong>of</strong> the work<strong>in</strong>g capital for procurement <strong>of</strong> fish can<br />

be made <strong>and</strong> OXFAM can work with micro-credit <strong>in</strong>stitutions, NABARD, Regional<br />

Rural Banks etc for flow <strong>of</strong> f<strong>in</strong>ancial resources to Samudram as well as to associated<br />
