CHAPTER 3<br />

Policy Review<br />

The purpose <strong>of</strong> the policy review on fishery is to look at the various dimensions <strong>of</strong> government<br />

policies <strong>and</strong> the exist<strong>in</strong>g acts, rules <strong>and</strong> regulations <strong>and</strong> its implication on the overall fishery<br />

sector. The objectives <strong>of</strong> tak<strong>in</strong>g up the policy review <strong>in</strong> this case are follow<strong>in</strong>g –<br />

1. Analyze the requisite policy framework <strong>of</strong> fishery perta<strong>in</strong><strong>in</strong>g to economic, political, <strong>and</strong><br />

social implications <strong>and</strong> to underst<strong>and</strong> their causes <strong>and</strong> consequences.<br />

2. Analyze the causatum <strong>of</strong> government actions relat<strong>in</strong>g to public issues <strong>and</strong> concern.<br />

3.1 Central Government Policies<br />

The Indian fishery sector is governed by the follow<strong>in</strong>g policies –<br />

1. Comprehensive Mar<strong>in</strong>e Fish<strong>in</strong>g Policy – Govt. <strong>of</strong> India<br />

2. Coastal Regulation Zone Notification <strong>and</strong> Aquaculture Authority <strong>of</strong> India Bill<br />

3. Exim Policy – 2002-07<br />

3.1.1 Comprehensive Mar<strong>in</strong>e Fish<strong>in</strong>g Policy<br />

The policy underscores the need for<br />

a departure from the open access<br />

The policy categorically def<strong>in</strong>es “that mar<strong>in</strong>e fishery with<strong>in</strong><br />

concept <strong>in</strong> the territorial waters to<br />

the territorial waters is the subject <strong>of</strong> maritime states government controlled resource<br />

whereas fisheries beyond this limit with<strong>in</strong> the EEZ fall <strong>in</strong> rather than promot<strong>in</strong>g common<br />

the jurisdiction <strong>of</strong> Central Government”. But at the same property resource<br />

time it states that the central government will play an<br />

advisory role to the coastal states on the state subject <strong>and</strong><br />

also will provide f<strong>in</strong>ancial support <strong>in</strong> development <strong>of</strong> the resource.<br />

The policy takes full appreciation <strong>of</strong> the <strong>in</strong>ternational conventions <strong>in</strong> force for conservation,<br />

management <strong>and</strong> susta<strong>in</strong>able utilization <strong>of</strong> our <strong>in</strong>valuable mar<strong>in</strong>e wealth, without los<strong>in</strong>g its<br />

relevance to the food <strong>and</strong> livelihood security. It extends beyond the livelihood security <strong>of</strong> the large<br />

coastal population <strong>and</strong> talks about foreign exchange generation, potential <strong>of</strong> the sector for<br />

employment generation through ancillary activities <strong>and</strong> stresses specifically on the empowerment<br />

<strong>of</strong> coastal womenfolk.<br />

The ma<strong>in</strong> objectives <strong>of</strong> the policy are:<br />

1. To augment mar<strong>in</strong>e fish production <strong>of</strong> the country up to susta<strong>in</strong>able<br />

level <strong>in</strong> a responsible manner so as to boost sea food export from<br />

the country <strong>and</strong> also <strong>in</strong>crease per capita fish prote<strong>in</strong> <strong>in</strong>take <strong>of</strong> the<br />

masses.<br />

2. To ensure socio-economic security <strong>of</strong> the artisanal fishermen whose<br />

livelihood solely depends on this vocation.<br />

3. To ensure susta<strong>in</strong>able development <strong>of</strong> mar<strong>in</strong>e fisheries with due<br />

concern for ecological <strong>in</strong>tegrity <strong>and</strong> bio–diversity<br />

The policy spells<br />

a total ban on<br />

destructive<br />

method <strong>of</strong><br />

fish<strong>in</strong>g<br />

The present policy the Government seeks to br<strong>in</strong>g the traditional <strong>and</strong> coastal fishermen <strong>in</strong> focus<br />

together with the other stakeholders <strong>in</strong> the deep-sea sector so as to achieve harmonized<br />

development <strong>of</strong> mar<strong>in</strong>e fishery both <strong>in</strong> the territorial <strong>and</strong> extra territorial waters <strong>of</strong> our country.<br />

The policy also talks about promotion <strong>of</strong> the deep sea fish<strong>in</strong>g, <strong>in</strong>frastructure development, export<br />

promotion, implementation <strong>of</strong> <strong>in</strong>ternational quality regimes for ensur<strong>in</strong>g food safety <strong>in</strong> fish <strong>and</strong><br />

fishery products, pr<strong>in</strong>ciple <strong>of</strong> Code <strong>of</strong> Conduct for Responsible Fish<strong>in</strong>g Operations, etc.<br />

The policy has been framed to <strong>in</strong>corporate all the essential components i.e. resource<br />

management <strong>and</strong> utilization, trade development, promotion <strong>of</strong> the poor fisherman community,<br />
