• Missing items in the respondent questionnaire led to imputation for deriving pair<br />

relationships, multiplicity factors, <strong>and</strong> household counts for Hajek adjustments. The<br />

general method of predictive mean neighborhood (PMN) was used for this purpose<br />

with suitable modifications.<br />

This task required enduring efforts by a dedicated team consisting of Patrick Chen, Matt<br />

Westlake, Jeff Laufenberg, <strong>and</strong> Harper Gordek for weight calibration <strong>and</strong> Kortnee Barnett-<br />

Walker <strong>and</strong> Elizabeth Copello for imputation. The calibration task described in this document<br />

has been in place, with minor modifications, since the 1999 version of NSDUH, which was then<br />

called the National Household Survey on Drug Abuse (NHSDA). 1 Results from this calibration<br />

applied to an earlier survey year were presented at the 2001 Joint Statistical Meetings. The<br />

procedures described in the proceedings papers from these presentations can serve as useful<br />

supplemental reference material (Chromy <strong>and</strong> Singh [2001] on estimation in the presence of<br />

multiplicities <strong>and</strong> extreme weights; Singh, Grau, <strong>and</strong> Folsom [2001] on the use of PMN; <strong>and</strong><br />

Penne, Chen, <strong>and</strong> Singh [2001] on GEM calibration of pair weights). The experience of using<br />

GEM with person weights is described in an earlier proceedings paper (Chen, Penne, & Singh,<br />

2000). This work was completed for the Substance Abuse <strong>and</strong> Mental Health Services<br />

Administration (SAMHSA), Office of Applied Studies (OAS), by RTI International (a trade<br />
