12. BIOENERGY IMPLEMENTATION PLAN FOR<br />

THE SOUTH-EAST<br />

The <strong>Bioenergy</strong> <strong>Implementation</strong> <strong>Plan</strong> for the <strong>South</strong>-<strong>East</strong> Region is primarily a <strong>Plan</strong> to<br />

promote the sustainable deployment of bioenergy within the <strong>South</strong>-<strong>East</strong> Region and<br />

to increase the production and consumption of bioenergy within the Region.<br />

The key aims of the <strong>Plan</strong> are:<br />

• To get all relevant actors in the Region, including local authorities, farmers, suppliers etc., working, in close<br />

cooperation to manage, develop and promote renewable energy in the Region<br />

• To provide a structured framework for the target audience to utilise the plan for coherent development and<br />

progress in the area of bioenergy<br />

• To gather data in relation to the scope and potential for bioenergy development in the Region based on the<br />

availability of resources and technologies<br />

• To identify and reduce the barriers to the development of bioenergy in the Region.<br />

The target audience for the <strong>Plan</strong> include the following:<br />

• Farmers<br />

• Local Authorities<br />

• Developers<br />

• Producers<br />

• Suppliers<br />

• The public, businesses etc.<br />

• Central Govt./State Agencies: Dept. of Communications, Energy and Natural Resources<br />

Teagasc<br />

Environmental Protection Agency<br />

Sustainable Energy Ireland.<br />

The <strong>Implementation</strong> <strong>Plan</strong> identifies and establishes regional targets to increase the use of bioenergy for the Region’s<br />

energy needs by 2010 and 2020. These targets have been subdivided into the three energy sectors: heat, electricity and<br />

transport.<br />

The <strong>Plan</strong> also suggests a breakdown of the level of installation of bioenergy systems required across the economic sectors<br />

to achieve these targets: residential, commercial and industrial for heat and/or electricity and for the transport sector.<br />

12.1. Current Situation within the Region<br />

The <strong>Plan</strong> has identified and highlighted the baseline situation within the <strong>South</strong>-<strong>East</strong> by assessing the current<br />

energy consumption and by assessing the bioenergy resources available within the Region. Table 12.1 outlines the<br />

current levels of fuel consumption within the Region and biomass represents 1.5% of this balance. The <strong>Bioenergy</strong><br />

<strong>Implementation</strong> <strong>Plan</strong> aims to increase the contribution of bioenergy to the Region’s energy needs and has set specific<br />

sectoral targets to achieve this.<br />
