EXECUTIVE SUMMARY<br />
The <strong>South</strong>-<strong>East</strong> Region will become a leader in the development of bioenergy in Ireland.<br />
To this end the Region has developed a <strong>Bioenergy</strong> <strong>Implementation</strong> <strong>Plan</strong> with ambitious<br />
targets for bioenergy in the heating, electricity and transport sectors in the period to<br />
2020. With the active promotion of the <strong>Plan</strong> by the <strong>South</strong>-<strong>East</strong> <strong>Regional</strong> <strong>Authority</strong> and its<br />
six constituent local authorities the realisation of the plan will deliver important benefits<br />
to the Region.<br />
The implementation of the <strong>Plan</strong> will significantly increase the production and consumption of energy from biomass in<br />
the <strong>South</strong>-<strong>East</strong> Region. By achieving the targets set out in the <strong>Plan</strong> the Region will reduce its reliance on imported finite<br />
fossil fuels and will benefit from reduced carbon emissions. With a target of 5% of total energy supply from biomass by<br />
2010, increasing to 17% by 2020, the <strong>South</strong>-<strong>East</strong> will become more self-sufficient in its energy supply and will create<br />
opportunities to support employment creation and regional development.<br />
The <strong>South</strong>-<strong>East</strong> Region’s <strong>Bioenergy</strong> <strong>Implementation</strong> <strong>Plan</strong> will also provide a framework for the development of<br />
bioenergy in other regions.<br />
The <strong>South</strong>-<strong>East</strong> <strong>Regional</strong> <strong>Authority</strong> has developed a <strong>Bioenergy</strong> <strong>Implementation</strong> <strong>Plan</strong> for the <strong>South</strong>-<strong>East</strong> Region to<br />
ensure that the Region takes advantage of the opportunities for the development of the bioenergy sector. The Region<br />
has significant potential to develop and expand its bioenergy resources for the generation of heat, electricity and<br />
transport biofuels.<br />
The primary aim of the <strong>Plan</strong> is to promote the sustainable deployment of bioenergy within the <strong>South</strong>-<strong>East</strong> Region and<br />
to increase the production and consumption of bioenergy within the Region.<br />
The objectives of the <strong>Plan</strong> are to:<br />
• Increase the contribution of bioenergy to the Region’s energy balance<br />
• Reduce the reliance of the Region on imported fossil fuels<br />
• Decrease the carbon footprint of the Region in terms of greenhouse gas (GHG) emissions<br />
• Promote rural development and sustainable agriculture within the Region.<br />
The <strong>Plan</strong> examines the current situation within the Region with regard to the levels of energy consumption across<br />
the sectors of heat, electricity and transport and the current use of biomass for energy generation within the Region.<br />
<strong>Bioenergy</strong>, which denotes renewable energy derived from biomass, landfill gas, biogases and biofuels, currently<br />
contributes 1.5% of the total energy consumed within the <strong>South</strong>-<strong>East</strong>. This is primarily from the combustion of wood<br />
fuels for heat.<br />
This document estimates the bioenergy resources currently available in the <strong>South</strong>-<strong>East</strong> Region and identifies the proven<br />
technologies that can be employed for energy generation. The selected technologies were analysed with regard to<br />
their viability in the <strong>South</strong>-<strong>East</strong> Region and were compared with conventional fossil fuel systems. These analyses<br />
showed bioenergy production to be an attractive and viable alternative to energy generated by fossil fuel systems<br />
under the current economic climate.<br />
