The current programme aims to:<br />

• Investigate the options for the production of energy from agricultural and forest crops and residues<br />

• Improve the efficiency of production of energy crops such as willow, miscanthus, oil-seed rape and others<br />

• Investigate the disposal of effluents on perennial energy crop sites as a means of enhancing their profitability<br />

• Monitor and work to improve the quality of solid and liquid biofuel products such as biodiesel, pure plant oil,<br />

wood chips and biomass pellets.<br />

2.10.1. National <strong>Bioenergy</strong> and Industrial Biotechnology Centre (NBIBC)<br />

It is proposed to establish a NBIBC with its main operations in Carlow and to establish a research fund to facilitate a<br />

virtual centre between all the main research labs in this area nationally. The initiative which is being progressed in the<br />

Region represents a collaboration between Teagasc National Crop Research Centre, Carlow and participating laboratories<br />

in NUI Galway, NUI Cork, NUI Dublin, Trinity College Dublin, IT Carlow and NUI Maynooth. Teagasc Oak Park is taking a<br />

lead role in promoting this initiative.<br />

The NBIBC will carry out research in a range of areas including the transformation of lignocellulose for bioethanol which<br />

is the next generation of economic biofuel, the development of novel plants designed specifically for energy purposes,<br />

production of other high-value biomolecules and novel enzymatic and microbial engineering.<br />

2.11. The <strong>Plan</strong>ning Departments of the Six Local Authorities<br />

The <strong>Plan</strong>ning Departments of all six of the principal local authorities within the Region were also represented on the<br />

Steering Committee for the development of the <strong>South</strong>-<strong>East</strong> <strong>Regional</strong> <strong>Bioenergy</strong> <strong>Implementation</strong> <strong>Plan</strong>.<br />

The planning authorities aim to ensure that the policies of the <strong>Plan</strong> are consistent with the principles of sustainable<br />

development and will ensure that they are incorporated into the planning policies of each county. This will ensure<br />

consistency across the Region in the approach to bioenergy development.<br />
