SERA, since its establishment, has set out to be a strong voice for the Region. It adopts a regional approach and focus<br />

on issues and concentrates on identifying and articulating the deficiencies and weaknesses of the Region which inhibit<br />

its physical, social and economic development.<br />

The <strong>Authority</strong> has articulated regional concerns in terms of infrastructure, education, tourism, flooding and other issues<br />

to government and to the relevant public authorities. Furthermore, SERA has lobbied at governmental and European<br />

level for a more equitable distribution of EU funding so that the <strong>South</strong>-<strong>East</strong> receives its fair share. SERA seeks to<br />

strengthen the Region’s voice through the development of links and partnership with the Region’s MEPs, Oireachtas<br />

Members, Local Authorities and Social Partners.<br />

2.2. Sustainable Energy Ireland<br />

Sustainable Energy Ireland (SEI) was set up by the government in 2002 as Ireland’s national energy authority. Its mission<br />

is to promote and assist the development of sustainable energy. This encompasses environmentally and economically<br />

sustainable production, supply and use of energy in support of Government policy across all sectors of the economy.<br />

Its remit relates mainly to improving energy efficiency, advancing the development and competitive deployment<br />

of renewable sources of energy and combined heat and power, and reducing the environmental impact of energy<br />

production and use, particularly in respect of greenhouse gas emissions.<br />

One of the major functions of SEI is to implement significant aspects of the Green Paper on Sustainable Energy and the<br />

National Climate Change Strategy as provided for in the National Development <strong>Plan</strong>.<br />

SEI is also responsible for:<br />

• Advising the Government on policies and measures on sustainable energy<br />

• Implementing the programmes agreed by Government<br />

• Stimulating sustainable energy policies and actions by public bodies, the business sector, local communities<br />

and individual consumers.<br />

SEI Programmes<br />

Sustainable Energy Ireland manages programmes aimed at:<br />

• Assisting deployment of superior energy technologies in each sector as required<br />

• Raising awareness and providing information, advice and publicity on best practice<br />

• Stimulating research, development and demonstration (RD&D)<br />

• Stimulating preparation of necessary standards and codes<br />

• Publishing statistics and projections on sustainable energy and achievement of targets.<br />
