The key objective of this Regulation is to prohibit the recycling of certain animal by-products into the food chain.<br />

Furthermore, it:<br />

• Introduces a number of alternative methods for the disposal of animal by-products<br />

• Strengthens the rules on controls and traceability of animal by-products<br />

• Establishes a link with Environmental Community Legislation<br />

• Creates a new legal framework for the animal by-products sector<br />

• Simplifies existing community legislation creating a consolidated legislation dealing with all animal byproducts<br />

not intended for human consumption.<br />

Article 12 of the Regulation states that all biogas and composting plants that transform animal by-products shall be<br />

subject to approval by a competent authority, i.e. the Department of Agriculture, Fisheries and Food.<br />

11.6. Small-Scale Renewable Projects<br />

11.6.1. <strong>Plan</strong>ning Exemptions<br />

<strong>Plan</strong>ning exemptions were introduced in early 2007 and apply to wind turbines, solar panels, heat pumps and biomass,<br />

subject to certain conditions in each case. These exemptions aim to encourage the use of small-scale renewable<br />

technologies. The exemptions in relation to bioenergy technologies are summarised.<br />

Wood pellet boilers and stoves have been classed as exempted developments. Where a flue is required, it should<br />

be constructed in line with existing building regulations. The addition of an extension or ancillary building to existing<br />

premises to accommodate the biomass heating system is now covered by an amendment to existing exempted<br />

development classes.<br />

It should also be noted that where an individual wishes to install any class of micro-renewable technology that does<br />

not fall within the draft exemptions he/she may apply, as normal, for planning permission from the planning authority.<br />

<strong>Plan</strong>ning authorities are being provided with clear guidance on the operation of the exemptions. In this guidance<br />

<strong>Plan</strong>ning authorities are being instructed that any application for permission should be assessed on its own merits.<br />

11.6.2. Smart Meters<br />

The Government’s White Paper ( 15 ) refers to the potential of smart meters to deliver benefits for energy suppliers and<br />

consumers. Smart meters will facilitate the incorporation of on-site energy generation at consumers’ premises, including<br />

bioenergy generation. The Government intends to announce a national five-year programme for the installation of smart<br />

meters for all householders in both new and existing houses. The roll-out and funding mechanisms for this programme<br />

are expected to be announced by the end of 2007.<br />
