5. CURRENT ENERGY BALANCE<br />
An estimated energy balance was prepared for the purpose of assessing the current<br />
energy situation within the Region. The primary aim of this undertaking is to identify<br />
the current demand for energy within the Region.<br />
The energy balance provided information on the energy requirements of the following five sectors:<br />
• Industry<br />
• Transport<br />
• Residential<br />
• Commercial/Public Services<br />
• Agriculture.<br />
It also illustrated the levels of consumption of the various<br />
forms of fuels. This energy balance identifies the areas in<br />
which energy consumption can be supplemented by alternative fuels.<br />
This regional balance can be used to monitor energy usage within the Region and<br />
to identify future trends. This will allow more effective energy management on a<br />
regional basis. It will also serve as an information tool for<br />
investors to identify the key areas for<br />
development of renewable energy.<br />
5.1. Energy Balance Method<br />
Sustainable Energy Ireland, on behalf of the DCENR,<br />
produces a national energy balance on an annual basis and<br />
it gives details of the total primary energy requirement (TPER)<br />
and the total final consumption (TFC) for Ireland.( 22 ) TPER is<br />
the total quantity of energy consumed within the country<br />
and Available Final Energy Consumption is a measure of the<br />
amount of energy that is available once the energy used in<br />
the production of useable energy and in non-energy related<br />
activities has been deducted.<br />
TFC is a measure of the energy that was actually consumed within the Region. The most recently available national<br />
energy balance is for 2006 and this was used as a basis for developing the regional balance for the <strong>South</strong>-<strong>East</strong> Region.<br />
The general approach that has been taken is to proportion data found at a national level and to weight it according to<br />
the consumption within the various sectors.<br />
The results are presented in Table 5.1.<br />
