5. CURRENT ENERGY BALANCE An estimated energy balance was prepared for the purpose of assessing the current energy situation within the Region. The primary aim of this undertaking is to identify the current demand for energy within the Region. The energy balance provided information on the energy requirements of the following five sectors: • Industry • Transport • Residential • Commercial/Public Services • Agriculture. It also illustrated the levels of consumption of the various forms of fuels. This energy balance identifies the areas in which energy consumption can be supplemented by alternative fuels. This regional balance can be used to monitor energy usage within the Region and to identify future trends. This will allow more effective energy management on a regional basis. It will also serve as an information tool for investors to identify the key areas for development of renewable energy. 5.1. Energy Balance Method Sustainable Energy Ireland, on behalf of the DCENR, produces a national energy balance on an annual basis and it gives details of the total primary energy requirement (TPER) and the total final consumption (TFC) for Ireland.( 22 ) TPER is the total quantity of energy consumed within the country and Available Final Energy Consumption is a measure of the amount of energy that is available once the energy used in the production of useable energy and in non-energy related activities has been deducted. TFC is a measure of the energy that was actually consumed within the Region. The most recently available national energy balance is for 2006 and this was used as a basis for developing the regional balance for the South-East Region. The general approach that has been taken is to proportion data found at a national level and to weight it according to the consumption within the various sectors.
