<strong>College</strong> Discipline and the Payment <strong>of</strong> Bills 55<br />

(1) Invoices <strong>for</strong> fees and charges and room rents will be sent out 7 days<br />

be<strong>for</strong>e Full Term and paid in full within 14 days from the date <strong>of</strong><br />

invoice. Invoices will be placed in the student’s mail box in <strong>College</strong>.<br />

(2) In the event <strong>of</strong> non-payment <strong>of</strong> fees, charges or room rents, the<br />

Bursar or Deputy will write to the student concerned on the 15th<br />

day after the invoice was issued, with a copy to the Senior Tutor,<br />

stating his or her intention to advise the Master that the student<br />

would not be permitted to come back into residence the following<br />

term.<br />

(3) Appeals against this decision should be addressed to the Bursar, in<br />

writing, with a copy to the Senior Tutor, be<strong>for</strong>e the Division <strong>of</strong> Term.<br />

(4) The policy applies to new students with effect from October 2001.<br />

The junior member will be told <strong>of</strong> the right to appeal against any <strong>of</strong> these<br />

decisions, but normally the only grounds <strong>for</strong> appeal will be a dispute over<br />

the amount(s) charged, or failure <strong>of</strong> the <strong>College</strong> to follow the procedure set<br />

out above.<br />

The above actions will be reported to the Tutorial Committee and to the<br />

Council without delay.<br />

(a) The Council shall determine the additional charges to be made in the<br />

case <strong>of</strong> accounts that are not settled within 14 days <strong>of</strong> presentation.<br />

Currently, this charge is 1.5% per month calculated from the date on<br />

which the account is presented.<br />

(b) Nothing in this statement <strong>of</strong> practice will debar the Council from<br />

suing <strong>for</strong> money owed to it if that seems appropriate.<br />

Junior members should be aware that the consequences <strong>of</strong> failing to<br />

settle a <strong>College</strong> account will be that they may be required to go out <strong>of</strong><br />

residence during a term and will not be allowed back into residence in a<br />

subsequent term.<br />

9.2.5 The Office <strong>of</strong> the Independent Adjudicator<br />

The Department <strong>of</strong> Education and Skills (a government department) has set<br />

up the Office <strong>of</strong> the Independent Adjudicator (OIA) to deal with student<br />

complaints that cannot be resolved through an educational institution’s<br />

normal mechanisms.<br />

<strong>St</strong>udents with complaints which remain unresolved after exhausting the<br />

<strong>College</strong>’s internal procedures can consult the OIA website //www.<br />

oiahe.org.uk where the <strong>for</strong>m required to initiate a complaint can be found.<br />

No charge to a student is made <strong>for</strong> the investigation <strong>of</strong> an unresolved<br />

complaint.
