<strong>Samriddhi</strong> Project Document Phase 1 Annexes ICLO-03 Accounting at Delegation level (To be recruited, Head-Finance and Services, Intercooperation Bangladesh) • Ensure transparency and accountability in financial operations including strong internal control within the project • Ensure compliance with IC Head Office procedures, SDC and statutory requirements • Support Project Management Unit and partners in developing periodical budget, review expenditures, review financial reports, exchange feedback, analyse and contribute to strengthen their system and procedures • Coordinate in obtaining government approval of project and their ensure timely compliances including related statutory compliance • Coordinate in implementation of timely internal and external audit to project and partners accounts and support for implementation of audit recommendations • Coordinate and support project in human resource management including staff recruitment and staff contract management, formal and on-job training to project and partner staff • Maintain links and liaison with project teams, IC HO and SDC country office in relation to project matters Qualification: • Masters degree in Commerce/Business Administration/Economics • Minimum 10 years of professional experience in business administration in national and international NGO, donor organisation and/or private sector. • Strong background in financial management of donor funded programmes and knowledge of international accounting standards • Thorough knowledge and practical experience on provisions under FDR ordinance (NGO Affairs Bureau) Income tax and other applicable local laws • Proficient in Accpac accounting software c. Project PROJ-01 International Advisor (to be recruited) • Support the project team with regard to the whole project cycle management • Advise the project team with regard to the project management, strategic orientation, programme concepts, approaches and methodologies • Develop and accompany the implementation of programme methodologies, tools and procedure, particularly in the field of market development, HID and institutionalisation Intercooperation Bangladesh Page LXXXVII
<strong>Samriddhi</strong> Project Document Phase 1 Annexes • Assist the programme team in developing monitoring systems and use of monitoring information • Encourage exchange with like-minded programmes in the region • Promote innovations by drawing on experiences beyond Bangladesh • Support networking with relevant stakeholders at national level to promote programme experiences and lessons • Act as resource person for other SDC funded market programmes Qualification: • Masters in Agriculture, Economical or Social Siences or relevant subjects • At least 10 years experience in rural development • Experience in coaching and advising project teams and partners • Knowledge on “making market work for the poor approach” and value chain analysis • Strong experience in institutionalisation processes • Strong analytical and facilitation skills • Good level of management and coordination skills • Strong participative behaviour and goo team work abilities PROJ-02 Project Coordinator (Adwyait Kumar Roy) • Ensure planning, implementation, coordination, monitoring, reporting and evaluation of project activities, • Ensure human resource management i.e. recruitment, performance appraisal, etc, and financial resource management i.e. budgeting, expenditure tracking, etc, • Ensure that necessary systems, methods, tools, and procedures are in place for smooth execution of the project, • Support and supervise the Deputy Project Coordinator, Manager-Finance & Admin and Regional Coordinators, and provide them proper guidance for project operation, • Establish and maintain collaboration with different government, non-government and private sector organisations, • Ensure regular contact with DIC, SCO-B Dhaka, and the partners and stakeholders of the project, • Support further development of planning, technical and facilitation capacities of the project staff, partners and stakeholders, • Represent project in diverse forums and networks, and • Coordinate knowledge management, monitoring, reporting and experience capitalisation Intercooperation Bangladesh Page LXXXVIII
