Requirements for
New Schools
When new schools submit the initial Application for
Certificate of Approval, they are not charged a fee for
program applications. They must submit form PS-302, New
Program Application, for each of the programs they wish to
offer (see Appendix 28).
Note: Each request for new program approval must be
on a separate form PS-302.

Existing Schools
Subchapter C,
§132.055(q)
After a school receives a license to operate from the Texas
Workforce Commission (TWC), the school is required to
pay a fee with each new program application submitted.
For each addition to the existing school’s list of approved
courses, the school must include the following items:
• Pages 4 and 8 of the form PS-302, New Program
Application (see Appendix 28)
Page 4 — Cover Sheet
Page 8 — Occupational Expert Support for Program.
• additional attachments as listed on the PS-302 (see the
following page)
• Form PS-042R, Summary of Changes Residence
Schools (see Appendix 18)
• Form PS-186, Fee Sheet (see Appendix 26)
• required application fee (presently $225.00).
Note: New programs may require new instructors. The
school must submit pages 1-4 of form PS-002, signed
by the proposed instructor and school official, with the
required fee (see Appendix 5).
