If CSC does not receive the completed application for<br />

renewal within five days after the expiration date, the<br />

Certificate of Approval becomes inactive. To continue to<br />

operate, the school must submit an application for an<br />

original Certificate of Approval with appropriate fees.<br />

Continuing to operate an unapproved school will result in<br />

additional penalties.<br />

Submitting a partial application will result in a deficiency<br />

report that CSC mails to the school director. The report<br />

outlines all deficient or missing items. The school must<br />

submit the deficient items before the expiration date of the<br />

Certificate of Approval.<br />

Appeal/Hearing<br />

Request<br />

If the school does not come into compliance five days after<br />

the expiration date of the Certificate of Approval, CSC<br />

issues a notice denying the application for the renewed<br />

Certificate of Approval. Within fifteen days of receipt of the<br />

notice of the denial, the school may:<br />

• submit all required items<br />

• request an appeal for a hearing following the instructions<br />

contained in the notice letter.<br />

If the school does not appeal:<br />

Subchapter J,<br />

§132.301 through<br />

§132.306<br />

Subchapter F,<br />

§132.154<br />

• the school or college no longer holds a Certificate of<br />

Approval, and the <strong>Texas</strong> Education Code, §132.151(1)<br />

prohibits operation of the school<br />

• the school or college must cease operations<br />

• the denial of the Certificate of Approval is final<br />

• the school closes with violations, and the owner can<br />

never reapply for approval to operate any school.<br />

TWC is required to take legal action to prevent a school<br />

from operating without a license.<br />
