for terms of two years, so staggered that not more than two members would normally<br />

be replaced in any year. (They shall be nominated by the faculty senate executive<br />

committee.)<br />

One member shall be a member of the administration who shall be nominated by<br />

the staff assembly and appointed by the president to serve two years. This individual<br />

shall be the non-voting chair as described above. They may be appointed for<br />

successive terms.<br />

If any person so selected refuses to or ceases to serve, his/her successor shall be designated<br />

by the applicable method above outlined. Persons shall not be barred from<br />

serving successive or subsequent terms.<br />

(b) Should the chair be absent, a regular faculty member or administrator shall act as chair.<br />

(c) Any member of the <strong>Student</strong> Conduct Board who fails without valid excuse to appear at two<br />

(2) meetings of the board shall be replaced permanently by an alternate, and a new alternate<br />

shall be selected in accordance with the provisions of the following section “Jurisdiction.”<br />

If, however, the board finds that such absences were justified, it may vote to retain<br />

such member.<br />

2. Jurisdiction – <strong>Student</strong> Conduct Board<br />

Any case referred to the campus <strong>Student</strong> Conduct Board by the vice president or appealed<br />

by a charged party who has had a decision rendered against him/her in an administrative<br />

hearing, may be reviewed by the <strong>Student</strong> Conduct Board. The <strong>Student</strong> Conduct Board<br />

may sustain or modify the decision of the previous hearing in whatever way it deems appropriate,<br />

including either increasing or reducing the sanctions.<br />

The <strong>Student</strong> Conduct Board shall have appellate jurisdiction to render a decision in cases<br />

in which written and timely appeals have been submitted by the charged party from a<br />

decision of the initial administrative hearing.<br />

Appeals submitted at the end of the spring term may be reviewed and decided by the vice<br />

president for student affairs. The vice president may make any change he/she feels is appropriate,<br />

including remanding the case to the prior decision maker. In most cases the<br />

vice president will base his/her decision on the written record and letter of appeal.<br />

3. Membership – Appeals Board<br />

The <strong>University</strong> Appeals Board shall consist of six (6) regular members and four (4) alternates<br />

designated as follows:<br />

i. Three (3) regular members and two (2) alternates shall be degree-seeking students<br />

designated pursuant to the procedure set out in 5 (below).<br />

ii.<br />

Two (2) regular members and two (2) alternates shall be full-time members of the<br />

teaching faculty designated by the faculty assembly executive committee and ratified<br />

by the faculty assembly to serve for two years with terms staggered so that not more<br />

than two members would normally be replaced in any year. The members of each<br />

group, regular and alternates shall be selected from different colleges of the <strong>University</strong>.<br />

iii. One (1) regular member shall be a member of the administration and shall be appointed<br />

by the president to serve two years.<br />

iv. Persons shall not be barred from serving successive or subsequent years.<br />

The president shall appoint from the board a faculty member or administrator as the<br />

chair of the <strong>University</strong> Appeals Board. Should the chair be absent, a regular faculty member<br />

or administrator shall act as chair. Any member of the <strong>University</strong> Appeals Board who<br />

fails without valid excuse to appear at two (2) meetings of the board shall be replaced<br />

permanently by an alternate, and a new alternate shall be selected in the manner as above<br />
