During this verification phase, the spacecraft interface hazard analysis<br />

will be completed and closed.<br />

This phase is anticipated to conclude at the mission GORR and must be<br />

completed prior to the start of spacecraft processing at <strong>Sea</strong> <strong>Launch</strong> facilities.<br />

Following completion of phase III and the readiness review, customerprocessing<br />

operations at the Home Port may begin.<br />

11.3 <strong>Launch</strong> Licensing and Flight Safety<br />

Authority and licensing<br />

<strong>Sea</strong> <strong>Launch</strong> supports safety evaluation and obtains licensing by the<br />

FAA/AST.<br />

Currently, <strong>Sea</strong> <strong>Launch</strong> must apply for a launch-specific license for each<br />

launch. After demonstrating the repeatability and reliability of the operations<br />

concept, <strong>Sea</strong> <strong>Launch</strong> will obtain a launch operator license for similar<br />

missions, which will allow activities without applying for launchspecific<br />

licenses each time.<br />

Licensing requirements<br />

Information supplied by the customer is incorporated into the application<br />

package submitted to the FAA/AST by <strong>Sea</strong> <strong>Launch</strong> for licensing. This<br />

information includes<br />

• Data on the breakup characteristics of the spacecraft to verify<br />

casualty probabilities remain within program FAA guidelines<br />

should a flight failure occur.<br />

• Spacecraft ownership and operator, final orbit, and licensing for<br />

radio frequency transmissions.<br />

• Hazardous materials aboard the spacecraft to support review of<br />

the potential environmental impacts should a launch failure occur.<br />
