13.2.3.7. A vessel which is firm and planned, which arrives earlier or later than its
ETA, will be planned to berth and work, but only for that period of time
that the berth is available and provided the vessel, in all respects, remains
stable to vacate the berth after completion of the parcel or parcels which
are requiring completion before the vessel can be moved, provided that no
other scheduled or planned vessel is prejudiced thereby.
13.2.4. Specific HBI Berth priorities
13.2.4.1. Due to the port export configuration and endeavours to achieve the best
cargo throughput outcome, all HBI vessels requiring to be scheduled at
Berth 704, will be scheduled by TPT using a slot allocation system. Non
HBI vessels will from time to time also be scheduled at this berth at the
sole discretion of TPT in instances where this would best suit available
capacity.
13.2.4.2. The following guiding principles will be used in the allocation of each slot:
13.2.4.2.1. Allocations of slots will be determined by TPT in consultation with
the HBI four (4) weeks in advance and will be reviewed weekly
using weekly updated information committed from Customers;
13.2.4.2.2. Customers will be required to provide TPT, with a fixed four (4)
weekly in advance planning export schedule which must be updated
and presented weekly to TPT. In addition, information pertaining to
logistics scheduling, weekly stockpile updates and stockpile
readiness to conform to clause 2.9.1. of these TOGs, will be
required as well as any other information deemed necessary to
enhance the terminal planning platform and vessel schedule
integrity;
13.2.4.2.3. Allocations will be made taking into consideration factors such as
berthing window, stockpile readiness, train scheduling, maintenance
periods, the earliest start time of vessels based on lay cans and fair
opportunity on a rotational basis, notwithstanding all other
conditions as required in these TOGs. The schedule priority will also
consider supply chain performance in allocating the slots.
13.2.4.2.4. TPT will use the information provided by Customers in deciding and
allocating a vessel slot for the Customers’ vessels. In the short term
and for purposes of managing the Bar Chart, the slot will be aligned
to (amongst those described in clause 2.2.3 above), planned
loading norms, the performance of previous vessels on the berth,
weather delays, berth preparation, maintenance periods, marine
delays and stockpile integrity.
