record hearing may be held on an appeal, to be known as an “open record appeal hearing” if no<br />
open record pre-decision hearing has been held on the land use action.<br />
Public interest 1 . The interest shared by the citizens of the state or community at large in the<br />
affairs of government, or some interest by which their rights or liabilities are affected including,<br />
but not limited to, an effect on public property or on health, safety, or general welfare resulting<br />
from a use or development.<br />
Public utility 3 . A private business organization such as a public service corporation performing<br />
some public service and subject to special governmental regulations, or a governmental agency<br />
performing similar public services, the services by either of which are paid for directly by the<br />
recipients thereof. Such services shall include, but are not limited to, water supply, electric<br />
power, gas, and transportation for persons and freight.<br />
Qualified professional 3 . A person with experience and training in the pertinent scientific<br />
discipline, and who is a qualified scientific expert with expertise appropriate for the relevant<br />
environmentally critical area subject in accordance with WAC 365-195-905(4). A qualified<br />
professional must have obtained a B.S. or B.A. or equivalent degree in biology, engineering,<br />
environmental studies, fisheries, geomorphology, or related field, and two years of related work<br />
experience.<br />
1. A qualified professional for habitats must have a degree in biology and professional<br />
experience related to the subject species.<br />
2. A qualified professional for wetlands must have a degree in biology, must have taken a<br />
wetlands delineation course approved by the Army Corps of Engineers, and must have<br />
professional experience.<br />
3. A qualified professional for a geological hazard must be a professional engineer or<br />
geologist, licensed in the state of Washington.<br />
4. A “qualified professional for critical aquifer recharge areas” means a hydrogeologist,<br />
geologist, engineer, or other scientist with experience in preparing hydrogeologic<br />
assessments.<br />

Recreational development 4 . Development that serves commercial or noncommercial<br />
recreational uses on public or private land.<br />
Residence 3 . A building or structure, or portion thereof, which is designed for and used to provide<br />
a place of abode for human beings, but not including hotels or motel units having no kitchens.<br />
The term “residence” includes the term “residential” as referring to the type of or intended use of<br />
a building or structure.<br />
Restoration 1 . In the context of “ecological restoration,” the reestablishment or upgrading of<br />
impaired ecological shoreline processes or functions. This may be accomplished through<br />
measures including, but not limited to, revegetation, removal of intrusive shoreline structures and<br />
