Des Moines Shoreline Master Program<br />
enter Puget Sound in Des Moines are not shorelines of the state, the mouths of these streams<br />
form subestuaries within the City’s shoreline jurisdiction along the marine shorelines.<br />
GOAL<br />
A. Protect and restore the ecological functions of subestuaries within shoreline jurisdiction, and<br />
their continuity and connectivity, by regulating development on surrounding lands on either<br />
side of the stream channel and/or near the stream mouth.<br />
POLICIES<br />
1. Development standards along stream portions lying within shoreline jurisdiction shall be<br />
regulated by this Program and be at least as protective as the City’s critical areas regulations<br />
in order to achieve no net loss of ecological functions.<br />
3.2.8 Conservation and Restoration Element<br />
Purpose and Intent: This is an element for the preservation of the natural shoreline resources,<br />
considering such characteristics as scenic vistas, parkways, water quality, vegetation, beaches<br />
and other valuable natural or aesthetic features. This element also promotes and encourages<br />
restoration of shoreline functions and ecological processes that have been impaired as a result of<br />
past development activities.<br />
3.2.8.1 Shoreline Stabilization<br />
Purpose and Intent: This is a sub-element for balancing protection of existing development<br />
with conservation and restoration of coastal processes and beach resources.<br />
GOALS<br />
A. Where necessary to protect existing or planned development, encourage shoreline<br />
stabilization designs that minimize alterations and adverse effects to natural coastal processes<br />
and ensure no net loss of ecological function<br />
POLICIES<br />
1. Where protection of existing structures within shoreline jurisdiction is needed, contiguous<br />
property owners needing stabilization should be encouraged to participate.<br />
2. Shoreline stabilization activities that may necessitate new or increased shoreline stabilization<br />
on the same or other affected properties where there has been no previous need for protection<br />
should be discouraged.<br />
3. New development and shoreline dependent uses should be encouraged to locate so new<br />
shoreline stabilization measures are not needed.<br />
4. Structural solutions to reduce shoreline damage should be allowed only after it is<br />
demonstrated that nonstructural solutions are not practical.<br />
5. Whenever shoreline stabilization is needed, natural berms and vegetation should be favored<br />
over structural means.<br />
