5.4 Aquatic Environment<br />

5.4.1 Purpose<br />

The purpose of the “aquatic” environment is to protect, restore, and manage the unique<br />

characteristics and resources of the areas waterward of the ordinary high-water mark.<br />

5.4.2 Management Policies<br />

1. Allow new or expansion of existing overwater structures for water dependent, public access,<br />

transportation, or ecological restoration only and only when abutting or associated with<br />

upland areas designated High Intensity.<br />

2. The size of new over-water structures should be limited to the minimum necessary to support<br />

the structure's intended use.<br />

3. Shoreline uses and modifications should be designed and managed to prevent degradation of<br />

water quality and alteration of natural hydrographic conditions.<br />

4. In order to reduce the impacts of shoreline development and increase effective use of water<br />

resources, multiple uses of over-water facilities should be encouraged.<br />

5. All developments and uses on navigable waters or their beds should be located and designed<br />

to minimize interference with surface navigation, to consider impacts to public views, and to<br />

allow for the safe, unobstructed passage of fish and wildlife, particularly those species<br />

dependent on migration.<br />

6. Uses that adversely impact the ecological functions of critical saltwater and freshwater<br />

habitats should not be allowed except where necessary to achieve the objectives of RCW<br />

90.58.020, and then only when their impacts are mitigated according to the sequence<br />

described in WAC 173-26-201 (2)(e) as necessary to assure no net loss of ecological<br />

functions.<br />

5.4.3 Designation Criteria<br />

The “aquatic” environment designation is appropriate for all lands waterward of the marine<br />

ordinary high-water mark in the City of Des Moines, with the exception of areas inside the Des<br />

Moines Marina breakwater and areas associated with the Redondo High-Intensity waterfront.<br />

5.4.4 Boundary Description<br />

All intertidal or subtidal lands within the City of Des Moines city limits, waterward of the<br />

ordinary high-water mark, with the exception of areas inside the Des Moines Marina breakwater<br />

and areas associated with the Redondo High-Intensity waterfront as shown on Figure 5-1,<br />

representing the official Des Moines SMP map.<br />
