5.3 Shoreline Residential Environment<br />

5.3.1 Purpose<br />

The purpose of the “shoreline residential” environment is to accommodate residential<br />

development and associated structures that are consistent with the SMA and the protection and<br />

restoration of ecological functions.<br />

5.3.2 Management Policies<br />

1. Densities or minimum frontage width standards in the “Shoreline Residential” environment<br />

should be set to protect shoreline ecological functions, taking into account the environmental<br />

limitations and sensitivity of the shoreline area, the level of infrastructure and services<br />

available, and other comprehensive planning considerations.<br />

2. Create development standards for setbacks, buffers, shoreline stabilization, vegetation<br />

conservation and enhancement, critical areas protection, and water quality to assure no net<br />

loss of shoreline ecological functions, and contribute to the restoration of ecological<br />

functions over time in areas where ecological degradation has occurred.<br />

3. Multifamily and multi-lot residential and recreational developments should provide public<br />

access and joint use for community recreational facilities.<br />

4. Access, utilities, and public services should be available and adequate to serve existing needs<br />

and/or planned future development.<br />

5. Construction of structural shoreline stabilization should be allowed, provided it is designed<br />

so it will not result in eventual damage to neighboring properties or ecological functions.<br />

New developments should be designed to preclude the need for such works and should be<br />

compatible with shoreline characteristics and limitations.<br />

5.3.3 Designation Criteria<br />

The “Shoreline Residential” environment designation is appropriate for those areas of the City’s<br />

shoreline that are predominantly single-family or multifamily residential development or are<br />

planned and platted for residential development.<br />

5.3.4 Boundary Description<br />

1. The limits of shoreline jurisdiction from the south bank of Massey Creek to the northern<br />

limits of Saltwater State Park as shown on Figure 5-1, representing the official Des Moines<br />

SMP map. This area generally coincides with the Zenith neighborhood.<br />

2. The limits of shoreline jurisdiction from the southern limits of Saltwater State Park to South<br />

282nd Street as shown on Figure 5-1, representing the official Des Moines SMP map. This<br />

area generally coincides with the Woodmont neighborhood.<br />

3. The limits of shoreline jurisdiction from South 283rd Street to the southern city limits as<br />

shown on Figure 5-1, representing the official Des Moines SMP map. This area generally<br />

coincides with the Redondo neighborhood.<br />
