e. Vehicular access to marinas shall be confined to that which supports a water dependent or<br />

water related use.<br />

f. Land and water access to marinas shall be planned to minimize traffic congestion and to<br />

minimize pedestrian/vehicle conflicts.<br />

g. Boats shall be dry stored whenever possible to retain shoreline for other shoreline<br />

dependent uses.<br />

h. Shallow water embayments with poor flushing action should not be considered for<br />

overnight or long term moorage facilities.<br />

6.3.6 Outdoor Advertising and Signs<br />

1. Outdoor advertising is prohibited in the Shoreline Residential, Urban Conservancy, and<br />

Aquatic shoreline environments. Public information signs are allowed for educational<br />

purposes and when required by law or necessary for public safety and circulation.<br />

2. Outdoor advertising, when permitted by the Zoning Ordinance, Chapter 18.42, shall be<br />

permitted within the High-Intensity shoreline environment only when the standards of this<br />

section are met.<br />

3. Illuminated signs shall require a Conditional Use Permit.<br />

4. Signs extending above rooflines are prohibited.<br />

5. Flashing or animated signs are prohibited.<br />

6. Signs, when permitted, shall be designed, constructed, and placed in a manner that does not<br />

impair views of the shoreline or impair views upland from the water. Vistas and viewpoints<br />

shall be free from unnecessary signs.<br />

7. Warning signs shall be installed by the City or by other appropriate entities where hazardous<br />

conditions exist on public properties.<br />

8. Signs in shoreline areas shall be maintained in a state of security, safety and repair.<br />

6.3.7 Recreational Development<br />

Recreational development is permitted in all shoreline environments, except aquatic, when the<br />

following standards are met:<br />

1. Parking areas shall be located inland away from the immediate water's edge and recreational<br />

beaches. Access shall be provided by walkways or other nonmotorized methods.<br />

2. Recreational developments shall not create significant adverse effects on residential uses of<br />

private property, the environmental quality or natural resources of the shoreline area.<br />

3. Valuable shoreline resources and fragile or unique areas such as estuaries and accretion<br />

beaches shall be used only for non-intensive and nonstructural recreation activities.<br />

4. All permanent recreational structures and facilities shall be located outside the one hundredyear<br />

(100-year) flood plain, although the City may grant exceptions for non-intensive<br />

accessory uses (e.g., picnic tables, play areas, etc.).<br />
