2. Encourage the cooperation of all appropriate levels of government in the planning, designing<br />

and financing of future recreational facilities.<br />

3. Examine potential additional recreational, historical and educational opportunities afforded<br />

by the Marina and identified in the shoreline inventory and characterization.<br />

4. Effective interpretation should be provided at public recreation facilities to raise the quality<br />

of visitor experiences and to provide an understanding of the resource.<br />

5. Shoreline recreational use and development should enhance environmental qualities with<br />

minimal adverse effect on the natural resources.<br />

6. Shoreline recreational areas should be sited and designed to facilitate adequate monitoring of<br />

activity and maintenance.<br />

7. Bicycle path planning should be taken into consideration as opportunities for shoreline<br />

views.<br />

8. The recreation corridor along the shoreline, including the Marina, the Yacht Club, Des<br />

Moines Beach Park, Saltwater State Park, the Redondo area and sea wall and other public<br />

recreation properties as may be added in the future, should be maintained in as-good-as-new<br />

condition.<br />

9. Whenever possible, natural materials should be used in developing shoreline recreational<br />

areas.<br />

10. The development of recreational acquisition plans should give emphasis to the acquisition of<br />

prime recreation lands prior to their being preempted for other uses.<br />

11. The siting of all recreational developments shall enhance the area concerned and protect<br />

neighboring uses.<br />

12. The design of recreational facilities should emphasize structural forms that harmonize with<br />

the topography, reinforce use areas, and minimize damage to natural resources and shoreline<br />

ecological functions.<br />

3.2.4 Circulation Element<br />

Purpose and Intent: This is an element for assessing the location and extent of existing and<br />

proposed major thoroughfares, transportation routes, terminals and other public facilities, and<br />

correlating those facilities with the shoreline use elements.<br />

GOAL<br />

A. Limit circulation systems in shoreline areas to those which are water- oriented.<br />

POLICIES<br />

1. Motor vehicle traffic in the shoreline area should be confined to existing two-lane roadways.<br />

2. Motorized vehicles should be prohibited on all beaches of the shoreline, except for residential<br />

service access allowed by existing easement.<br />

3. Non-water related parking facilities should be prohibited from locating in the shoreline area.<br />
