4.6.5 NOAA Community-Based Restoration Program<br />

The NOAA National Marine Fisheries Service manages the Community-Based Restoration<br />

Program (CRP), begun in 1996. The Program promotes local efforts to conduct meaningful, onthe-ground<br />

restoration of marine, estuarine and riparian habitat. The Program provides seed<br />

money and technical expertise to address important fishery habitat concerns. Projects are<br />

developed by individual and civic organizations. NOAA solicits proposals for locally-driven<br />

habitat restoration projects and works closely with communities to aid their development and<br />

implementation. Successful projects result from significant local support, including citizens'<br />

hands-on involvement to implement the restoration projects. Following development of a<br />

restoration project, the “host” community subsequently monitors and maintains the site. This<br />

model promotes stewardship and a heightened appreciation for the environment. The small scale<br />

of the some of the stream mouths in Des Moines makes this a good potential source of funding<br />

for restoration projects outlined in this document.<br />

4.6.6 Des Moines Surface Water Management CIP<br />

The Des Moines Surface Water Management Capital Improvement Program funds projects<br />

through a combination of CIP funds and grants and/or funding partners for multi-jurisdiction<br />

projects such as development of comprehensive basin plans. While the Surface Water<br />

Management Program is focused on freshwater resources, the City could consider adding a Puget<br />

Sound nearshore restoration component to its capital program, focused on opportunities at stream<br />

mouths. Funding sources would include grants and partnership opportunities.<br />
