health & safety Drugs related litter (DRL) looms large as a security issue in public-facing organisations, says PHS facilities survey In the eighth PHS Quarterly Facilities Management Survey, which investigated some of the security issues faced by organisations with public access, drugs related litter (DRL) stood out as a widespread and significant problem for facilities managers working in those areas. While the problem might be reduced, considerably, by consultation with external resources like the police, local authorities and government agencies, most organisations take a DIY approach to DRL, drawing up their policies and procedures ‘by internal staff only’, and with DRL findings often left to FMs to manage, with equipment but without much training or informed guidance. The Survey - which conducted telephone interviews with 200 facilities professionals in public-facing sectors in May 2005 - looked at security in general, and at public demonstrations and DRL in particular. DRL findings were as follows: There was high recognition of the term ‘drugs related litter’ (66%) amongst survey respondents, with nearly two thirds (61%) of those who knew, having also found DRL on their premises at some time or another. Nearly half reported that such findings were rare, however, although it was still unsettling to discover that 17% found DRL on their premises on a weekly basis, with 13% reporting monthly findings. Most respondents who had found DRL, also had policies and procedures in place to deal with it (87%). The majority, however, were drawn up ‘by internal staff only’ (42%), without reference to any form of external guidance and reflecting a degree of ignorance or confusion over available and accessible resources. Echoing this outcome, most organisations (59%) will deal with any DRL found on their premises themselves, rather than seek advice from the police, local authorities or government agencies. Although the majority of organisations (77%) have invested in some sort of dedicated equipment, such as specialist containers and protective clothing, to help them handle DRL, less than a third (32%) had invested in training, to support the safe and effective use of their equipment, or the safe and effective handling of DRL in general. Furthermore, 40% of organisations accessible by the public have no dedicated person on site to deal with DRL, although FMs came top of the list of job titles that do, bearing responsibility for DRL management in 36% of organisations. Other findings: As a general security issue, most surveyed organisations reported unauthorised access of restricted areas at some time or another, with a hefty 26% reporting that this happened weekly or more frequently. Encouragingly, FMs do appear to be properly involved in developing access control measures, the vast majority having specified requirements or been consulted during system development (70%), as well as managing day to day operation (80%). Public demonstrations don’t appear of widespread concern, experienced by just 28% of respondents, which may explain why less than half had policies and procedures in place to deal with them.
