Allan McMullen chief executive of the<br />
Construction Industry Training Board in<br />
Northern Ireland (CITBNI) has been elected<br />
President of the CIOB. He is only the second<br />
member from Ireland to become President in<br />
the Institute’s history.<br />
Allan has been chief executive of CITB in<br />
Northern Ireland for ten years. His c<strong>are</strong>er in the<br />
industry began in the family building business,<br />
where he worked his way from site foreman to<br />
managing director.<br />
Speaking at his inauguration Allan said, “I am<br />
truly honoured to become President of the CIOB<br />
and relish the next 12 months of my Presidency.<br />
“As many would expect with my background in<br />
training my focus will be on the people side of<br />
things. One key initiative that I am particularly<br />
keen on is the idea of putting members first.<br />
The concept being, that we harness the skills,<br />
abilities and energies of all of our members to<br />

CIOB elects<br />
new President<br />

empowering the members to promote the science<br />
and practice of building and provide leadership,<br />
especially in this rapidly changing world<br />
we live in. Our predecessors founded the<br />
Builders Society during the Industrial<br />
Revolution; now we find ourselves in the<br />
Information Age so our competencies must be<br />
relevant in that context.<br />
“A major initiative with which both the Institute<br />
and my own organisation <strong>are</strong> both closely<br />
involved is the relatively new Sector Skills<br />
Council (SSC) for the Construction Industry,<br />
Construction Skills. What is most significant<br />
about ConstructionSkills from the CIOB’s perspective<br />
is that for the first time the industry’<br />
skills needs <strong>are</strong> being considered from a whole<br />
industry perspective.<br />
“Already ConstructionSkills, as one of the<br />
pathfinder SSCs, has published a sector skills<br />
agreement which sets out the training needs of<br />
the industry as a basis for agreeing with government<br />
the resources needed to ensure that the<br />
UK construction industry is world class. I see this<br />
Sector Skills Agreement as a most important<br />
point of reference, especially for the CIOB.<br />
“We must remember that the primary reason we<br />
exist as a professional body is not to serve our<br />
members but to serve the public. Two of the<br />
CIOB’s key fundamental objectives <strong>are</strong> to promote<br />
the science and practice of building and<br />
the establishment of standards of competence<br />
and conduct. The CIOB must keep its eye on the<br />
ball in this regard. We must embrace change<br />
and we must be relevant. To achieve this we<br />
must be competent.”<br />

Peter McEntee<br />
Peter McEntee has been promoted to sales<br />

develop the business throughout the UK and<br />
Ireland. He retains responsibility for marketing<br />
