Abstract<br />
Qualified pr<strong>of</strong>essionals are in dem<strong>and</strong> in all <strong>of</strong> <strong>the</strong> world’s developed economies, <strong>and</strong><br />
qualifications in general are becoming more important. Despite relatively high levels <strong>of</strong><br />
unemployment many countries are suffering from a lack <strong>of</strong> qualified pr<strong>of</strong>essionals. Job<br />
seekers in modern information <strong>and</strong> communications technologies are particularly in dem<strong>and</strong>,<br />
<strong>and</strong> <strong>the</strong>re is also high dem<strong>and</strong> for <strong>the</strong> full range <strong>of</strong> medical pr<strong>of</strong>essions.<br />
This publication continues from <strong>the</strong> first stage <strong>of</strong> <strong>the</strong> project “<strong>The</strong> risk <strong>of</strong> <strong>the</strong> potential outflow<br />
<strong>of</strong> qualified pr<strong>of</strong>essionals from <strong>the</strong> Czech Republic”. After an analysis <strong>of</strong> <strong>the</strong> pr<strong>of</strong>essions most<br />
in dem<strong>and</strong> (i.e. where <strong>the</strong>re are shortages) on <strong>the</strong> Czech <strong>and</strong> European labour markets, work<br />
has focused on an in-depth analysis <strong>of</strong> specific migration-risk pr<strong>of</strong>essionals. <strong>The</strong> analysis is<br />
divided into two parts. <strong>The</strong> first part covers doctors, <strong>the</strong> second information <strong>and</strong><br />
communications technology experts. Both migration-risk pr<strong>of</strong>essional groups are analysed<br />
using <strong>the</strong> same criteria: employers’ needs <strong>and</strong> requirements; <strong>the</strong> number <strong>of</strong> pr<strong>of</strong>essionals on<br />
<strong>the</strong> Czech labour market compared with o<strong>the</strong>r countries; anticipated future developments; <strong>the</strong><br />
income motivation for working abroad.<br />
Statistical analyses, economic analyses <strong>and</strong> sociological methodologies have been used,<br />
specifically questionnaires <strong>and</strong> in-depth surveys <strong>of</strong> doctors <strong>and</strong> <strong>IT</strong> pr<strong>of</strong>essionals’ willingness<br />
to emigrate. <strong>The</strong> depth analysis includes qualitative interviews with representatives <strong>of</strong> <strong>the</strong><br />
groups concerned from <strong>the</strong> public sector, trade unions, pr<strong>of</strong>essional associations, academia<br />
<strong>and</strong> <strong>the</strong> business world.<br />
<strong>The</strong> publication includes fundamental aggregate information on both groups <strong>of</strong> pr<strong>of</strong>essionals<br />
monitored, <strong>and</strong> selected results from field surveys <strong>of</strong> doctors <strong>and</strong> <strong>IT</strong> workers. Research work<br />
was carried out by <strong>the</strong> Research Institute for Labour <strong>and</strong> Social Affairs (RILSA) in 2006.<br />
