Both field surveys confirmed that doctors (<strong>and</strong> future doctors) only work abroad<br />

temporarily <strong>and</strong> plan to return to <strong>the</strong> Czech Republic. Given that, <strong>the</strong> problem <strong>of</strong><br />

emigration by doctors does not appear to be alarming for <strong>the</strong> time being. <strong>The</strong>re is every<br />

indication that cascade-style emigration can be expected: a certain number <strong>of</strong> doctors will<br />

leave <strong>the</strong> Czech Republic <strong>and</strong> a certain number will return, <strong>and</strong> doctors from poorer countries<br />

will move to <strong>the</strong> Czech Republic.<br />

Part II - <strong>IT</strong>/<strong>ICT</strong> pr<strong>of</strong>essionals<br />

A specific aspect <strong>of</strong> migration flows by <strong>IT</strong> pr<strong>of</strong>essionals is <strong>the</strong> globalisation <strong>of</strong> <strong>the</strong> economy.<br />

Migration flows for <strong>IT</strong> pr<strong>of</strong>essionals <strong>and</strong> <strong>the</strong> direction <strong>of</strong> <strong>the</strong>ir international mobility are<br />

determined to a large extent by <strong>the</strong> movement <strong>of</strong> international corporations <strong>and</strong> global<br />

technology centres. At present it is possible to localise a number <strong>of</strong> important technology<br />

centres for hi-tech sectors based on information technologies that recruit worldwide <strong>and</strong><br />

relocate <strong>IT</strong> specialists in line with <strong>the</strong>ir dem<strong>and</strong>.<br />

<strong>IT</strong> pr<strong>of</strong>essionals in <strong>the</strong> Czech Republic work in all sectors <strong>of</strong> <strong>the</strong> economy. Less than half <strong>of</strong><br />

all <strong>IT</strong> pr<strong>of</strong>essionals have university education. <strong>The</strong> number <strong>of</strong> university-educated <strong>IT</strong><br />

graduates has remained practically unchanged for <strong>the</strong> last five years, but is expected to rise<br />

significantly (as much as doubling) in <strong>the</strong> near future. In an international comparison <strong>the</strong><br />

Czech Republic is slightly below average for <strong>the</strong> number <strong>of</strong> <strong>IT</strong> graduates with tertiary<br />

education, while in comparison with <strong>the</strong> o<strong>the</strong>r new member states it is above average.<br />

<strong>The</strong> increasing need for <strong>IT</strong> pr<strong>of</strong>essionals is already apparent on <strong>the</strong> Czech market, but <strong>the</strong><br />

shortage is not critical <strong>and</strong> is only evident in certain areas, specialisations or for employers’<br />

specific needs - e.g. an emphasis on cross-sector knowledge, application skills,<br />

communication <strong>and</strong> presentation skills <strong>and</strong> languages. Monitoring <strong>of</strong> <strong>IT</strong> vacancies confirmed<br />

that employers’ interest in <strong>IT</strong> pr<strong>of</strong>essionals is high, especially for university-educated<br />

specialists. A quarter <strong>of</strong> all on-line job advertisements for university graduates are for <strong>IT</strong><br />

specialists. Employers are interested in applicants with bachelor’s degrees, master’s degrees<br />

<strong>and</strong> doctorates to develop s<strong>of</strong>tware systems.<br />

<strong>The</strong> prediction for future trends in information technologies in <strong>the</strong> Czech Republic, as in<br />

o<strong>the</strong>r countries, is for rising employment. According to a model for predicting education<br />

needs, <strong>the</strong> number <strong>of</strong> new vacancies for <strong>IT</strong> pr<strong>of</strong>essionals will be higher than <strong>the</strong> number <strong>of</strong><br />

new <strong>IT</strong> graduates. <strong>IT</strong> specialists are not expected to have any problems finding good jobs in<br />

<strong>the</strong> Czech Republic.<br />

A comparative analysis <strong>of</strong> average nominal earnings for Czech <strong>IT</strong> pr<strong>of</strong>essionals <strong>and</strong> <strong>the</strong>ir<br />

counterparts in selected EU countries reveals that earnings in comparable <strong>IT</strong> pr<strong>of</strong>essions<br />

abroad are close to <strong>the</strong> average earnings in those countries, while in <strong>the</strong> Czech Republic <strong>the</strong>y<br />

are significantly higher than average earnings. Given above-average earnings for <strong>IT</strong><br />

pr<strong>of</strong>essionals in <strong>the</strong> Czech Republic, <strong>the</strong> motivation <strong>of</strong> <strong>IT</strong> pr<strong>of</strong>essionals to emigrate for<br />

work is relatively low. Experts in <strong>the</strong> sector were <strong>of</strong> <strong>the</strong> same opinion. Ano<strong>the</strong>r limiting<br />

factor for emigration by <strong>IT</strong> pr<strong>of</strong>essionals is that <strong>the</strong>ir work is not tied to any specific location:<br />

<strong>the</strong>y can work for foreign employers without needing to relocate, <strong>and</strong> many foreign<br />

companies have <strong>of</strong>fices in <strong>the</strong> Czech Republic.<br />
