ON THE ATT<strong>IT</strong>UDES OF <strong>IT</strong>/<strong>ICT</strong> EMPLOYEES<br />

B1. Survey Methodology <strong>and</strong> Selection <strong>of</strong> Respondents<br />

In 2006 a survey <strong>of</strong> students <strong>and</strong> employees in <strong>the</strong> field <strong>of</strong> information technologies in <strong>the</strong><br />

Czech Republic was carried out in <strong>the</strong> Research Institute for Labour <strong>and</strong> Social Affairs in<br />

cooperation with <strong>the</strong> University <strong>of</strong> Economics in Prague. This research was part <strong>of</strong> <strong>the</strong> wider<br />

research focussed on <strong>the</strong> risk <strong>of</strong> “brain drain.”<br />

Its objective was to determine <strong>the</strong> level <strong>of</strong> potential risk <strong>of</strong> Czech information <strong>and</strong><br />

communication technology specialists leaving <strong>the</strong> Czech Republic for o<strong>the</strong>r countries.<br />

<strong>The</strong> questionnaire survey on <strong>the</strong> foreign work migration <strong>of</strong> <strong>IT</strong>/<strong>ICT</strong> workers took place from<br />

March to October, 2006. <strong>The</strong> subject became <strong>the</strong> <strong>IT</strong>/<strong>ICT</strong> workers in a wide spectrum <strong>of</strong><br />

specialisations (from programmers, through SW architects to <strong>IT</strong>/<strong>ICT</strong> salesmen) from various<br />

types <strong>of</strong> organisations (from <strong>IT</strong>/<strong>ICT</strong> companies, through <strong>the</strong> <strong>IT</strong>/<strong>ICT</strong> departments <strong>of</strong><br />

companies <strong>and</strong> universities), with regional representation throughout <strong>the</strong> entire Czech<br />

Republic, with Prague dominating (83%) never<strong>the</strong>less.<br />

<strong>The</strong> inquiry took <strong>the</strong> form <strong>of</strong> filling in an electronic questionnaire located on <strong>the</strong> Internet at<br />

<strong>the</strong> address http://vupsv.periskop.cz. Information on <strong>the</strong> research (with requests for filling in<br />

<strong>the</strong> questionnaire) were published on www.cssi.cz, contacts <strong>of</strong> problem solvers in <strong>IT</strong>/<strong>ICT</strong><br />

companies an <strong>IT</strong>/<strong>ICT</strong> departments <strong>of</strong> various organisations <strong>and</strong> graduates <strong>of</strong> <strong>the</strong> Department<br />

<strong>of</strong> Information Technologies <strong>of</strong> <strong>the</strong> University <strong>of</strong> Economics were approached for<br />

cooperation, i.e. to pass it on to <strong>the</strong> eventual colleagues in work. Students <strong>of</strong> <strong>IT</strong>/<strong>ICT</strong><br />

departments from various universities were also asked (see part C). <strong>The</strong> questionnaires were<br />

completed by a total <strong>of</strong> 276 respondents.<br />

<strong>The</strong> selected sample 39 makes no claim to being representative - it is purely a probe into <strong>the</strong><br />

attitudes towards foreign work migration for a specific group <strong>of</strong> highly qualified specialist<br />

pr<strong>of</strong>essionals at risk <strong>of</strong> migration.<br />

39 <strong>The</strong> surveyed specialists were most <strong>of</strong>ten employed as Developers or Programmers (24% <strong>of</strong> those surveyed).<br />

O<strong>the</strong>r frequent positions were Project Manager / <strong>IT</strong>/<strong>ICT</strong> Manager (17%), System Administrator (11%), <strong>IT</strong>/<strong>ICT</strong><br />

Consultant (11%) <strong>and</strong> Analyst (10%). O<strong>the</strong>r positions were less frequent. Those surveyed worked most <strong>of</strong>ten in<br />

companies that developed <strong>the</strong>ir own SW (30%) <strong>and</strong> at system integrators (19%). <strong>The</strong>y were also working for<br />

companies outside <strong>of</strong> <strong>the</strong> field <strong>of</strong> <strong>IT</strong>/<strong>ICT</strong> (18%) <strong>and</strong> also for SW sellers (11%), telecommunication companies<br />

(11%) <strong>and</strong> o<strong>the</strong>r types <strong>of</strong> companies from <strong>the</strong> <strong>IT</strong>/<strong>ICT</strong> field. More than half <strong>of</strong> <strong>the</strong> respondents worked for<br />

companies that were purely Czech (55%). On <strong>the</strong> o<strong>the</strong>r h<strong>and</strong> 34% worked in <strong>the</strong> Czech branch <strong>of</strong> a foreign<br />

company. <strong>The</strong> remaining 11% were employed in Czech companies with foreign participation. <strong>The</strong>y were most<br />

<strong>of</strong>ten large companies with over 250 employees (26%) followed by medium-sized companies with 50-249<br />

employees (26%), small companies from 10-49 employees (20%) <strong>and</strong> micro-enterprises (14%). Only 5% worked<br />

outside <strong>the</strong> commercial sector in non-state, allowance or budgetary organisations<br />
