people that are staying with <strong>the</strong> employee abroad <strong>and</strong> are financially-dependant on <strong>the</strong><br />

migrant.<br />

It follows from this that <strong>the</strong> relations (differentials) <strong>of</strong> <strong>the</strong> actual purchasing power <strong>of</strong> net<br />

(available) earnings between <strong>the</strong> Czech Republic <strong>and</strong> <strong>the</strong> country <strong>of</strong> temporary<br />

residency are decisive for <strong>the</strong> income motivation <strong>and</strong> earnings advantage <strong>of</strong> a foreign<br />

work migration (see below for more details).<br />

Second: <strong>The</strong> migration <strong>of</strong> <strong>IT</strong>/<strong>ICT</strong>-specialists for work from <strong>the</strong> Czech Republic to o<strong>the</strong>r<br />

countries is commonly realised on <strong>the</strong> basis <strong>of</strong> an <strong>of</strong>fer by foreign employers. <strong>The</strong><br />

migrants consider signing an employment contract before departing to be important. <strong>The</strong> fact<br />

that a large number <strong>of</strong> companies in which <strong>the</strong> specialists work are foreign companies or with<br />

international interest <strong>and</strong> companies with Czech capital cooperating with foreign countries in<br />

various manners is a specific characteristic influencing <strong>the</strong> nature <strong>of</strong> <strong>the</strong> working stay <strong>and</strong> <strong>the</strong><br />

salary rates. Thus some <strong>of</strong> <strong>the</strong> migrants are sent abroad to study or for short-term work <strong>and</strong><br />

some are given a position in foreign branches <strong>of</strong> multinational companies, usually in<br />

connection with career advancement. Specialised agencies mediate employment contracts <strong>and</strong><br />

conditions to only a smaller extent. <strong>The</strong> level <strong>of</strong> salaries practically always corresponds to <strong>the</strong><br />

system <strong>and</strong> level <strong>of</strong> remuneration applied abroad. Workers/migrants thus enter <strong>the</strong> “primary”<br />

labour marker protected by labour law <strong>and</strong> contractual relations (including collective<br />

contracts).<br />

(4) Comparing <strong>the</strong> average gross nominal earnings <strong>of</strong> programmers between <strong>the</strong> Czech<br />

Republic <strong>and</strong> <strong>the</strong> analysed foreign countries shows that foreign earnings are considerably<br />

higher than Czech earnings (even if <strong>the</strong>re are considerable differences among <strong>the</strong> countries). 33<br />

An important finding <strong>of</strong> <strong>the</strong> international earnings comparison analysis is <strong>the</strong> fact that<br />

<strong>the</strong> domestic earnings position <strong>of</strong> <strong>IT</strong>/<strong>ICT</strong>-specialists in <strong>the</strong> Czech Republic <strong>and</strong> in <strong>the</strong><br />

compared countries is considerably asymmetric.<br />

In <strong>the</strong> Czech Republic <strong>the</strong> gross (nominal) monthly earnings <strong>of</strong> an <strong>IT</strong>/<strong>ICT</strong> pr<strong>of</strong>ession<br />

currently (2004) ranges from about 34 to 41 thous<strong>and</strong> CZK <strong>and</strong> are far above average. <strong>The</strong>y<br />

reach approximately twice <strong>the</strong> national average income st<strong>and</strong>ard.<br />
