three new public-private
partnerships in France
After Auvergne, France Telecom
Orange signed three new publicprivate
partnerships in 2009 for
covering broadband “dead
zones”.
• In Morbihan, a 12 million euro
investment will provide coverage
for the last dead zones in this
region and will increase the
speed for a large proportion of
its ADSL households. Fourteen
business districts and over 600
companies will have a fibre-optic
connection with ultra-high-speed
broadband.
• The second agreement signed
with the Gironde region and the
Gironde Digital joint association
aims to provide all homes with
broadband within fifteen months.
The 53.4 million euro investment
will eliminate dead zones and
optimize regional infrastructures.

• The partnership formed in
December 2009 with Languedoc-
Roussillon is the most significant
one signed to date. Nearly
400,000 inhabitants across
555 districts will benefit from
the scheme, which will bring
broadband to 99.6% of the
region within eighteen months.
Spain: an exemplary 3G networksharing
agreement
By sharing infrastructure
between operators, mobile
telecommunications networks
can be deployed faster and with
less impact on the environment.
In addition to sharing passive
infrastructure (pylons and
masts), which we have done for
some time, we are exploring
more complex ways of sharing
active infrastructure
(“RAN-sharing”). Since late 2007
in Spain, Orange and Vodafone
have had a continuous
agreement to share their 3G
networks to boost UMTS
coverage of towns with fewer
than 25,000 inhabitants. At the
end of 2009, 3,300 base stations
were being shared by the two
operators.
Madagascar: the Karavam Be
travels around the country
In 2009, Orange Madagascar
and its “Karavam Be” mobile
unit went on a five-month tour of
the country, giving residents in
remote areas a chance to learn
about Orange products and
services as part of a mobile
roadshow.
Senegal: a new low-cost offer
with Kirène Mobile
In May 2009, Orange and
Senegal’s leading water
distributor, Kirène, joined
together to launch the Kirène
Mobile offer. This attractive new
offer is in response to the
communications needs of
low-income groups in the
country. Kirène Mobile relies
on Sonatel GSM network
infrastructure to provide
coverage throughout Senegal.
The Kirène Mobile top-up cards
have two scratch-off areas on
the back. The first is reserved
for the top-up code; the second
allows customers to collect
points which they can exchange
for Kirène products (e.g. water,
fruit juice, milk, etc).
France: used handsets
at Orange stores
Since June 2009, used mobile
phones have been available to
buy at Orange stores in
metropolitan France. A wide
range of regular and high-end
mobile phones, with three
handset categories, is available
at affordable prices (pay-asyou-go).
All refurbished
handsets come with a charger,
battery, hands-free kit and
6-month warranty.
