A review of progress<br />
The Madrid Plan made provision not only for <strong>in</strong>ternational and national<br />
implementation but also for its systematic review. The United Nations<br />
Commission for Social Development reviews and appraises <strong>the</strong> Madrid Plan<br />
every five years and encourages Member States and <strong>the</strong> Regional<br />
Commissions to evaluate both age<strong>in</strong>g-specific policies and age<strong>in</strong>gma<strong>in</strong>stream<strong>in</strong>g<br />
efforts.<br />
This chapter reviews progress <strong>in</strong> terms of national policies and legislation,<br />
data and research and <strong>in</strong>stitutional arrangements relat<strong>in</strong>g to older people<br />
that have been <strong>in</strong>troduced s<strong>in</strong>ce 2002. This review is followed by a summary<br />
from each United Nations Regional Commission of key data on age<strong>in</strong>g, key<br />
issues concern<strong>in</strong>g older people, progress <strong>in</strong> implement<strong>in</strong>g regional strategies<br />
and recommendations for fur<strong>the</strong>r action.<br />
What is ma<strong>in</strong>stream<strong>in</strong>g?<br />

Paragraph 15 of <strong>the</strong> Madrid Plan states:<br />
“Ma<strong>in</strong>stream<strong>in</strong>g age<strong>in</strong>g <strong>in</strong>to global agendas<br />
is essential. A concerted effort is required to<br />
move towards a wide and equitable approach<br />
to policy <strong>in</strong>tegration. The task is to l<strong>in</strong>k age<strong>in</strong>g<br />
to o<strong>the</strong>r frameworks for social and economic<br />
development and human rights”. It is clear<br />
that successful adjustment to an age<strong>in</strong>g<br />
world will depend on both age<strong>in</strong>g-specific<br />
and age<strong>in</strong>g-ma<strong>in</strong>stream<strong>in</strong>g approaches.<br />
<strong>Age<strong>in</strong>g</strong> ma<strong>in</strong>stream<strong>in</strong>g is <strong>the</strong> <strong>in</strong>tegration of<br />
older people’s issues <strong>in</strong>to wider national<br />
policymak<strong>in</strong>g. Ma<strong>in</strong>stream<strong>in</strong>g should lead to<br />
<strong>the</strong> <strong>in</strong>clusion of <strong>the</strong> needs of people of all<br />
ages <strong>in</strong>to <strong>the</strong> wider policymak<strong>in</strong>g process.<br />
For example, for ma<strong>in</strong>stream<strong>in</strong>g to be<br />
successful, it is critical that both policymakers<br />
and policy implementers view ma<strong>in</strong>stream<br />
policy questions such as basic services, poverty<br />
eradication, provision of health services, or<br />
hous<strong>in</strong>g through <strong>the</strong> lens of <strong>the</strong> Madrid Plan<br />
priority directions and recommended actions.<br />
This will ensure that policymak<strong>in</strong>g is <strong>in</strong>clusive of<br />
older people and builds “a society for all ages”.<br />
