Responses: Policies for healthy age<strong>in</strong>g<br />
Good health needs to lie at <strong>the</strong> core of society’s response<br />
to population age<strong>in</strong>g. Ensur<strong>in</strong>g that people live<br />
healthier as well as longer lives, will result <strong>in</strong> greater<br />
opportunities and lower costs to older persons, <strong>the</strong>ir<br />
families and society. In 2011, <strong>the</strong> first-ever High-level<br />
Meet<strong>in</strong>g on Non-communicable Diseases recognized<br />
age<strong>in</strong>g as a driver of NCDs and <strong>the</strong> grow<strong>in</strong>g impact of<br />
Alzheimer’s and o<strong>the</strong>r forms of dementia.<br />
WHO proposed <strong>in</strong> 2012 to set global policy targets for<br />
tackl<strong>in</strong>g NCDs, which <strong>in</strong>dividual countries can use<br />
to develop national targets. At its 2012 meet<strong>in</strong>g, <strong>the</strong><br />
World Health Assembly adopted resolutions relat<strong>in</strong>g<br />
to age<strong>in</strong>g and health, particularly one focus<strong>in</strong>g on<br />
streng<strong>the</strong>n<strong>in</strong>g NCD policies to promote active age<strong>in</strong>g.<br />
This urges Member States to encourage <strong>the</strong> active<br />
participation of older people <strong>in</strong> society, to <strong>in</strong>crease<br />
healthy age<strong>in</strong>g and promote <strong>the</strong> highest standard of<br />
health and well-be<strong>in</strong>g for older persons. 141<br />
Member States also acknowledged <strong>the</strong> need for a<br />
coord<strong>in</strong>ated response to address<strong>in</strong>g mental disorders,<br />
specifically <strong>in</strong>clud<strong>in</strong>g Alzheimer’s disease, by both<br />
health and social care providers. The delegates<br />
recognized that this should <strong>in</strong>clude support for care<br />
providers and families, and <strong>in</strong>vestment <strong>in</strong> mental health<br />
from <strong>the</strong> health budget. 142 The development of a global<br />
monitor<strong>in</strong>g framework for <strong>the</strong> prevention and control of<br />
NCDs was also agreed, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>dicators and a set of<br />
global targets. Member States agreed to adopt a global<br />
target of a 25 per cent reduction <strong>in</strong> premature mortality<br />
from NCDs by 2025. 143<br />
A number of countries have ma<strong>in</strong>streamed <strong>the</strong> concerns<br />
of older persons <strong>in</strong>to <strong>the</strong>ir health policies. Bolivia’s<br />
National Development Plan “To live well” (2006-2010)<br />
refers to health promotion and healthy age<strong>in</strong>g. In<br />
Cameroon, <strong>the</strong> National Reproductive Health Strategy/<br />
Policy (2005-2012) is evidence that age<strong>in</strong>g is be<strong>in</strong>g<br />
ma<strong>in</strong>streamed. In Hungary, <strong>the</strong> National Public Health<br />
Programme (2003) explicitly <strong>in</strong>cludes older persons.<br />
Article 69 of <strong>the</strong> Law on Health Care of <strong>the</strong> Citizens of<br />
<strong>the</strong> Kyrgyz Republic refers to <strong>the</strong> rights of older persons.<br />
In Lebanon, <strong>the</strong> Social Action Plan of 2007 seeks to<br />
expand health coverage for older persons suffer<strong>in</strong>g<br />
from chronic diseases by improv<strong>in</strong>g <strong>the</strong> current chronic<br />
disease programme. The estimated cost is US$5 million<br />
a year. The 2007 Mozambique National Health Policy<br />
makes reference to older persons as a particularly<br />
vulnerable group. Healthy age<strong>in</strong>g and <strong>the</strong> prevention of<br />
NCDs among older persons are <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> National<br />
Health Development Plan (2004-2008) of Senegal.<br />
