Chapter 1 of <strong>the</strong> report provides an overview of<br />
population age<strong>in</strong>g and its economic and social<br />
implications. It describes <strong>the</strong> aims of <strong>the</strong> Madrid Plan<br />
and discusses <strong>the</strong> lack of protection afforded to older<br />
persons, due to <strong>the</strong> absence of comprehensive human<br />
rights <strong>in</strong>struments.<br />
Chapter 2 analyses <strong>the</strong> chang<strong>in</strong>g situation and role of<br />
older persons over <strong>the</strong> past ten years. It looks at <strong>the</strong><br />
challenges of provid<strong>in</strong>g <strong>in</strong>come security <strong>in</strong> old age and<br />
how employers are recogniz<strong>in</strong>g <strong>the</strong> benefits of an age<strong>in</strong>g<br />
workforce. It describes emerg<strong>in</strong>g health and long-term<br />
care challenges, particularly <strong>the</strong> global <strong>in</strong>crease <strong>in</strong><br />
non-communicable diseases, highlight<strong>in</strong>g <strong>the</strong> need<br />
for susta<strong>in</strong>able systems of care as well as healthier<br />
behaviours throughout life. It looks at enabl<strong>in</strong>g and<br />
supportive environments, especially <strong>the</strong> elim<strong>in</strong>ation<br />
of discrim<strong>in</strong>ation, abuse and violence. It po<strong>in</strong>ts out<br />
that as people age, <strong>the</strong> physical environment, <strong>in</strong>clud<strong>in</strong>g<br />
adequate hous<strong>in</strong>g and transportation, becomes<br />
<strong>in</strong>creas<strong>in</strong>gly important. The report also analyses<br />
<strong>the</strong> particular vulnerabilities of older persons <strong>in</strong><br />
humanitarian situations.<br />
Chapter 3 reviews progress <strong>in</strong> policies, legislation,<br />
data and research, as well as <strong>in</strong>stitutional arrangements<br />
on age<strong>in</strong>g. There is a section for each United Nations<br />
Regional Commission provid<strong>in</strong>g data on age<strong>in</strong>g,<br />
highlight<strong>in</strong>g <strong>the</strong> key issues <strong>in</strong> <strong>the</strong> region, describ<strong>in</strong>g<br />
regional processes for implement<strong>in</strong>g and review<strong>in</strong>g <strong>the</strong><br />
Madrid Plan and sett<strong>in</strong>g out recommendations.<br />
Chapter 4, <strong>the</strong> voices of older people, is a key<br />
component of this report. It summarizes f<strong>in</strong>d<strong>in</strong>gs from<br />
consultations with 1,300 older men and women <strong>in</strong><br />
36 countries from all regions of <strong>the</strong> world and from<br />
a survey completed by <strong>the</strong> participants. Older persons<br />
<strong>the</strong>mselves share <strong>the</strong>ir experiences and describe how<br />
<strong>the</strong>ir lives have changed and what <strong>the</strong>y expect from<br />
policymakers.<br />
Chapter 5 summarizes <strong>the</strong> ma<strong>in</strong> f<strong>in</strong>d<strong>in</strong>gs, <strong>in</strong>clud<strong>in</strong>g <strong>the</strong><br />
results of consultations with older people. It outl<strong>in</strong>es<br />
key recommendations and follow-up actions with an<br />
agenda for action to secure “a society for all ages”.<br />
F<strong>in</strong>ally, <strong>the</strong> Appendices provide detailed statistics on<br />
population age<strong>in</strong>g and set out a proposed list of m<strong>in</strong>imum<br />
<strong>in</strong>dicators for track<strong>in</strong>g progress <strong>in</strong> implement<strong>in</strong>g <strong>the</strong><br />
Madrid Plan.<br />
