In Kyrgyzstan, older people raised ano<strong>the</strong>r issue – <strong>the</strong><br />

<strong>in</strong>centives offered by political parties before elections.<br />

“We took part <strong>in</strong> <strong>the</strong> election and now we are us<strong>in</strong>g <strong>the</strong><br />

electric kettle, have eaten <strong>the</strong> cakes and have used <strong>the</strong> 500<br />

soms that <strong>the</strong>y gave to us.” rural Kyrgyzstan<br />

Although <strong>the</strong>y accept <strong>the</strong>se presents, <strong>the</strong>y do not let<br />

<strong>the</strong>se sway <strong>the</strong>ir op<strong>in</strong>ions.<br />

“We accept everyth<strong>in</strong>g that <strong>the</strong> parties give us and <strong>the</strong>n<br />

vote for <strong>the</strong> candidate that we th<strong>in</strong>k is good.” rural<br />

Grow<strong>in</strong>g <strong>in</strong>fl uence of older people<br />

In countries where older people are a significant and<br />

<strong>in</strong>creas<strong>in</strong>g part of <strong>the</strong> electorate, participants feel that<br />

this gives <strong>the</strong>m more leverage.<br />

“Older people should take a stand before <strong>the</strong> next<br />

election…. In each district, we should develop a manifesto<br />

which is presented to <strong>the</strong> candidate.” Belize<br />

“Now we are more <strong>in</strong>tegrated <strong>in</strong> life, <strong>in</strong> decisions –<br />

<strong>in</strong> politics.” rural Austria<br />

“Older people make up around 11 per cent of <strong>the</strong> population<br />

but 18 per cent of <strong>the</strong> electorate.” urban Ireland<br />

“As <strong>the</strong>re are so many older people <strong>in</strong> society <strong>the</strong> political<br />

parties can’t vex <strong>the</strong>m.” urban Germany<br />

Despite this, a participant from Ireland notes that<br />

<strong>the</strong>ir electoral power is weakened by a lack of unity.<br />

“The only problem with <strong>the</strong> grey vote is that it is not<br />

coord<strong>in</strong>ated strongly enough.” rural Ireland<br />

Attention given to age<strong>in</strong>g<br />

Although <strong>the</strong> majority of those consulted do not know<br />

about <strong>the</strong> Madrid Plan and its provisions, many th<strong>in</strong>k<br />

that <strong>the</strong>re are improvements <strong>in</strong> attention to age<strong>in</strong>g,<br />

both <strong>in</strong> communities and among government officials.<br />

“Older people’s concerns have now become an issue to be<br />

discussed <strong>in</strong> <strong>the</strong> community, and among concerned parties<br />

and stakeholders, while <strong>in</strong> earlier times nobody was rais<strong>in</strong>g<br />

this as an important subject. So now we see positive signs.”<br />

“The Government has made th<strong>in</strong>gs easier than 10 years<br />

ago. We have a nearby health centre, where we get basic<br />

treatment at reasonable cost. We have easy access to our<br />

ward commissioner office (local government) and <strong>the</strong>y<br />

listen to us – we can sit <strong>the</strong>re.” rural Bangladesh<br />

“Measures are be<strong>in</strong>g taken to remove barriers – disabled<br />

people receive subsidies and special pensions, and special<br />

day-care centres have been created by <strong>the</strong> Territorial<br />

Centre of Social Services.” Belarus<br />

In Nor<strong>the</strong>rn Europe and Western Europe, older<br />

participants consider that <strong>the</strong> <strong>in</strong>creased attention<br />

given to older people and age<strong>in</strong>g is<br />

“because of <strong>the</strong> <strong>in</strong>creased numbers of older people.<br />

They need our votes.” rural Austria<br />

The evidence of improvement is particularly strik<strong>in</strong>g<br />

<strong>in</strong> Lat<strong>in</strong> America and <strong>the</strong> Caribbean, where older people<br />

especially value access to social clubs, alongside free<br />

health care and food programmes.<br />

“I feel <strong>the</strong>re is dedication now. There are dances and groups,<br />

and people want to take part. These weren’t <strong>the</strong>re before.<br />

Now <strong>the</strong>re are more opportunities.” Brazil<br />

In Brazil, <strong>the</strong> majority of participants fur<strong>the</strong>r highlight<br />

<strong>the</strong> role of <strong>the</strong> Law for Older Persons (Estatuto do Idoso)<br />

which <strong>the</strong>y say has improved <strong>the</strong> lives of older people <strong>in</strong><br />

many ways.<br />

“One of <strong>the</strong> achievements is <strong>the</strong> Law for Older Persons.<br />

This is someth<strong>in</strong>g that didn’t exist before. It is an<br />

improvement.” urban Brazil<br />

In some countries, participants acknowledge that<br />

activities which help <strong>the</strong>m to organize, such as <strong>the</strong><br />

Age Demands Action campaign (ADA), are improv<strong>in</strong>g<br />

<strong>the</strong>ir access to policymakers:<br />

”We are now encouraged to take part <strong>in</strong> local governance.<br />

Through ADA we are able to engage policymakers at local<br />

level.” rural Ghana<br />
