movements helped to w<strong>in</strong> <strong>the</strong> passage of legislation<br />
<strong>in</strong> <strong>the</strong>ir favour, <strong>in</strong>clud<strong>in</strong>g <strong>in</strong> Guatemala, Honduras,<br />
Paraguay, Peru, Puerto Rico and Venezuela.<br />
In <strong>the</strong> past 10 years, more older people’s associations<br />
have taken up older citizens’ monitor<strong>in</strong>g to hold <strong>the</strong>ir<br />
governments to account for <strong>the</strong> commitments <strong>the</strong>y had<br />
made <strong>in</strong> adopt<strong>in</strong>g <strong>the</strong> Madrid Plan. 26 Groups of older<br />
people, with support from an NGO, learn about <strong>the</strong>ir<br />
human rights and entitlements, ga<strong>the</strong>r evidence of <strong>the</strong>ir<br />
access to entitlements and services, and use it to lobby<br />
policymakers and service providers for improvements.<br />
By 2011, 1,250 older people’s associations were <strong>in</strong>volved<br />
<strong>in</strong> older citizens’ monitor<strong>in</strong>g programmes <strong>in</strong> 23<br />
countries. 27 Many l<strong>in</strong>k <strong>the</strong>ir activities to <strong>the</strong> global Age<br />
Demands Action campaign to advocate for older people’s<br />
rights at local, national, regional and <strong>in</strong>ternational<br />
levels. In 2011, older people’s groups <strong>in</strong> 59 countries took<br />
part <strong>in</strong> this campaign (see box on page 38).<br />
Government responses<br />
Civic and cultural programmes help to combat social<br />
isolation and support empowerment. In <strong>the</strong> People’s<br />
Republic of Ch<strong>in</strong>a, older persons are active through <strong>the</strong><br />
Ch<strong>in</strong>ese Older Persons’ Chorus Festival and national<br />
associations of senior citizens. In 2009, Ch<strong>in</strong>a also<br />
organized <strong>the</strong> <strong>First</strong> National Sports Meet<strong>in</strong>g for <strong>the</strong><br />
Elderly, and <strong>in</strong> 2008, three m<strong>in</strong>istries sponsored Olympic<br />
Games for older persons. In Hungary, s<strong>in</strong>ce 2006 <strong>the</strong><br />
Award for <strong>the</strong> Elderly has honoured older persons for<br />
exceptional achievements. O<strong>the</strong>r examples <strong>in</strong>clude<br />
<strong>the</strong> South Africa Older People’s Forum <strong>in</strong> 2009/10 and<br />
<strong>the</strong> Golden Games Programme organized <strong>in</strong> 2006 by <strong>the</strong><br />
South African Government.<br />
Many of <strong>the</strong>se activities support <strong>the</strong> participation of<br />
older persons <strong>in</strong> various ways, short-term as well as<br />
long-term. Often <strong>the</strong>y contribute to older persons’ wellbe<strong>in</strong>g<br />
and health, for example, by encourag<strong>in</strong>g <strong>the</strong>m to<br />
be physically active and also by facilitat<strong>in</strong>g social<br />
<strong>in</strong>teraction at various events. The annual <strong>International</strong><br />
Day of Older Persons is celebrated by many countries<br />
and embraces older persons’ participation and visibility.<br />
In addition to <strong>the</strong>se one-off or annual programmes, some<br />
governments provide for <strong>the</strong> establishment of senior<br />
citizens’ centres or clubs. Japan, for example, provides<br />
government subsidies for senior citizens’ clubs. Some<br />
countries organize national meet<strong>in</strong>gs of such groups,<br />
mostly <strong>in</strong> collaboration with civil society organizations.<br />
An example of this is <strong>the</strong> Third National Encounter of<br />
Older Persons’ Organizations <strong>in</strong> Uruguay <strong>in</strong> 2010.<br />
Voices of older persons<br />
Older persons who took part <strong>in</strong> consultations for this<br />
report agreed that opportunities for participat<strong>in</strong>g <strong>in</strong><br />
family, community and social activities had <strong>in</strong>creased<br />
for <strong>the</strong>m. In particular, <strong>the</strong>y po<strong>in</strong>ted out that older<br />
people’s associations were an important mechanism<br />
for participat<strong>in</strong>g <strong>in</strong> society. Leaders of older people’s<br />
associations regularly consulted members, creat<strong>in</strong>g a<br />
channel of communication between older persons and<br />
government. Governments were <strong>in</strong>creas<strong>in</strong>gly consult<strong>in</strong>g<br />
older people’s associations on issues affect<strong>in</strong>g older<br />
age groups, <strong>the</strong>y said. The participants acknowledged<br />
<strong>the</strong> importance of vot<strong>in</strong>g <strong>in</strong> elections and, especially<br />
<strong>in</strong> those countries where older persons constitute<br />
an <strong>in</strong>creas<strong>in</strong>g proportion of <strong>the</strong> electorate, <strong>the</strong>y were<br />
aware of <strong>the</strong>ir <strong>in</strong>creas<strong>in</strong>g political power.<br />
