In some countries, programmes to support older women<br />
have been established. For example, Jordan has <strong>in</strong>itiated<br />
programmes that seek to empower older women.<br />
The Saudi Arabian Government provides f<strong>in</strong>ancial help<br />
for older widowed and divorced women as well as free<br />
health care <strong>in</strong> public hospitals. In Bahra<strong>in</strong>, <strong>the</strong>se groups<br />
of women are offered f<strong>in</strong>ancial help and those who need<br />
care are admitted to nurs<strong>in</strong>g homes or given appropriate<br />
home care with<strong>in</strong> <strong>the</strong> social welfare scheme.<br />
In Lebanon, <strong>the</strong> 2011 Social Pact Project of <strong>the</strong> M<strong>in</strong>istry<br />
of Social Affairs highlights <strong>the</strong> importance of giv<strong>in</strong>g<br />
priority to vulnerable population groups, <strong>in</strong>clud<strong>in</strong>g<br />
older women, <strong>in</strong> <strong>the</strong> formulation of development plans<br />
and programmes.<br />
Several Arab countries are work<strong>in</strong>g to establish a solid<br />
dataset on <strong>the</strong> conditions of older people, disaggregated<br />
by sex, <strong>in</strong> order to identify <strong>the</strong> specific needs of older<br />
women and propose strategies to improve <strong>the</strong>ir<br />
situation, <strong>in</strong> <strong>the</strong> light of <strong>the</strong> <strong>in</strong>creas<strong>in</strong>g importance and<br />
<strong>the</strong> pressure to develop policy responses to <strong>the</strong> demographic<br />
transition <strong>in</strong> <strong>the</strong> region.<br />

The demographic “w<strong>in</strong>dow of opportunity” carries a<br />
responsibility to various groups <strong>in</strong> society, particularly<br />
older people. Countries <strong>in</strong> <strong>the</strong> region are devis<strong>in</strong>g<br />
policies and programmes to respond to this<br />
responsibility, work<strong>in</strong>g towards <strong>the</strong> social well-be<strong>in</strong>g<br />
of <strong>the</strong> population across different age groups.<br />
Specific recommendations to address issues of older<br />
people <strong>in</strong>clude:<br />
• Collect and analyse data on older persons disaggregated<br />
by age and sex, area of residence (rural and urban<br />
areas) and socioeconomic level.<br />
• Streng<strong>the</strong>n coord<strong>in</strong>ation between governments,<br />
non-governmental organizations and <strong>the</strong> private<br />
sector <strong>in</strong> service delivery for older people.<br />
• Ensure older people’s <strong>in</strong>volvement <strong>in</strong> decision-mak<strong>in</strong>g<br />
at all levels, <strong>in</strong> particular <strong>in</strong> develop<strong>in</strong>g policies<br />
relat<strong>in</strong>g to older persons.<br />
• Coord<strong>in</strong>ate across different sectors to <strong>in</strong>tegrate age<strong>in</strong>g<br />
issues <strong>in</strong>to social, health and economic policies,<br />
<strong>in</strong>corporat<strong>in</strong>g a gender perspective.<br />
• Provide support to families to care for older persons,<br />
for example, <strong>in</strong> <strong>the</strong> form of subsidies or tax reductions.<br />
• Ensure health <strong>in</strong>surance for older people, <strong>in</strong>clud<strong>in</strong>g<br />
preventive and rehabilitative health care.<br />
A grandmo<strong>the</strong>r <strong>in</strong> Lebanon, which is one of eight countries <strong>in</strong> <strong>the</strong><br />
region to have set up national committees on age<strong>in</strong>g.<br />
• Include geriatric medic<strong>in</strong>e as a major component of<br />
<strong>the</strong> curriculum <strong>in</strong> medical schools.<br />
• Improve <strong>the</strong> hous<strong>in</strong>g and liv<strong>in</strong>g environments of older<br />
persons. Encourage age-friendly and accessible hous<strong>in</strong>g<br />
designs and ensure easy access for older people to<br />
public build<strong>in</strong>gs and spaces. Improve transportation<br />
for older persons, for example, by provid<strong>in</strong>g special<br />
seats and lower fares.<br />
• Develop employment policies that <strong>in</strong>crease older<br />
people’s participation <strong>in</strong> <strong>the</strong> formal system and reduce<br />
<strong>the</strong> barriers that <strong>the</strong>y may face <strong>in</strong> <strong>the</strong> workplace.<br />
• Streng<strong>the</strong>n <strong>the</strong> <strong>in</strong>stitutional and legal <strong>in</strong>frastructure<br />
necessary for <strong>the</strong> implementation of <strong>the</strong> Madrid Plan<br />
through <strong>the</strong> establishment of national committees on<br />
age<strong>in</strong>g and focal po<strong>in</strong>ts on age<strong>in</strong>g with<strong>in</strong> m<strong>in</strong>istries.<br />
• Acknowledge <strong>the</strong> problem of rural age<strong>in</strong>g and its<br />
social, economic and human rights implications for<br />
<strong>the</strong> cohesion of Arab society. Expand and adapt health<br />
care, hous<strong>in</strong>g and social services to meet <strong>the</strong> needs of<br />
older persons <strong>in</strong> rural areas.<br />
