Older persons and development<br />

• Support older people’s engagement <strong>in</strong> national<br />

policymak<strong>in</strong>g and local decision-mak<strong>in</strong>g<br />

• Invest <strong>in</strong> older people’s associations<br />

• Promote opportunities for life-long learn<strong>in</strong>g<br />

• Include older persons <strong>in</strong> poverty-reduction strategies<br />

to reduce by half <strong>the</strong> proportion of older people<br />

liv<strong>in</strong>g on less than $1.25 a day and reduce by half <strong>the</strong><br />

proportion of older persons who suffer from hunger<br />

and malnutrition<br />

• Elim<strong>in</strong>ate mandatory retirement and encourage older<br />

persons who can and want to work to go on do<strong>in</strong>g so<br />

• Promote older persons’ right to decent work through<br />

policies that support a healthy and productive<br />

work<strong>in</strong>g life, <strong>in</strong>clud<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g and more flexible<br />

work<strong>in</strong>g patterns<br />

• Ensure that <strong>the</strong> needs and capacities of older persons<br />

and displaced persons with<strong>in</strong> <strong>the</strong>ir new communities<br />

and assist older persons who stay beh<strong>in</strong>d when family<br />

members move to cities or abroad<br />

Advanc<strong>in</strong>g health and well-be<strong>in</strong>g <strong>in</strong>to old age<br />

• Ensure <strong>the</strong> lifecourse approach to health and<br />

non-communicable diseases and encourage health<br />

promotion for all ages<br />

• Adapt age-friendly, affordable primary and secondary<br />

health-care services to promote healthy age<strong>in</strong>g and<br />

deliver care <strong>in</strong> <strong>the</strong> home<br />

• Include older people <strong>in</strong> HIV and AIDS prevention,<br />

care and treatment programmes and support <strong>the</strong>m <strong>in</strong><br />

<strong>the</strong>ir role as caregivers<br />

• Provide priority programmes with accountable<br />

budgets to secure older persons’ access to basic social<br />

services <strong>in</strong>clud<strong>in</strong>g water and sanitation<br />

• Provide geriatric and gerontological tra<strong>in</strong><strong>in</strong>g <strong>in</strong><br />

schools of medic<strong>in</strong>e and social work<br />

Ensur<strong>in</strong>g enabl<strong>in</strong>g and supportive environments<br />

• Introduce, implement and monitor national<br />

legislation to protect and promote <strong>the</strong> rights of older<br />

persons and to end age discrim<strong>in</strong>ation<br />

• Expose, <strong>in</strong>vestigate and work to prevent abuse and<br />

violence aga<strong>in</strong>st older persons<br />

• Promote positive images of age<strong>in</strong>g, particularly<br />

through <strong>the</strong> media<br />

• Provide support to caregivers of older persons,<br />

<strong>in</strong>clud<strong>in</strong>g family members and community care<br />

programmes, and to older people who care for o<strong>the</strong>rs<br />

• Promote age-friendly cities where hous<strong>in</strong>g,<br />

transportation and <strong>the</strong> liv<strong>in</strong>g environment take <strong>in</strong>to<br />

account <strong>the</strong> needs of older persons<br />

Capacity build<strong>in</strong>g, research and data<br />

• Provide tra<strong>in</strong><strong>in</strong>g for policymakers to sensitize <strong>the</strong>m<br />

to rapid population age<strong>in</strong>g and <strong>the</strong> need to address <strong>the</strong><br />

concerns of older persons<br />

• Establish a national m<strong>in</strong>istry or office on age<strong>in</strong>g with<br />

a separate budget and ensure a multi-sectoral<br />

approach and coord<strong>in</strong>ation with o<strong>the</strong>r m<strong>in</strong>istries<br />

• Support <strong>the</strong> development of national surveys that<br />

map and monitor <strong>the</strong> situation of older persons <strong>in</strong> all<br />

its dimensions<br />

• Disaggregate all data (from census, surveys or<br />

adm<strong>in</strong>istrative data) relat<strong>in</strong>g to older persons by age<br />

and sex<br />

• Develop age-<strong>in</strong>clusive <strong>in</strong>dicators for <strong>the</strong> post-2015<br />

process<br />

• Streng<strong>the</strong>n mechanisms at <strong>in</strong>ternational level to<br />

drive <strong>the</strong> implementation of <strong>the</strong> Madrid Plan<br />
