ACTIVITY 2<br />
Simplify and Streamline <strong>HUD</strong> Approval Process for the Development,<br />
Redevelopment, and Acquisition of Public Housing<br />
A. Description of MTW Activity:<br />
The City of San Antonio has a great need for affordable housing for its citizens,<br />
Unfortunately, SAHA‟s public housing portfolio has declined by more than 2,000 units<br />
since 1990 despite the agency‟s significant efforts to redevelop aging Public Housing<br />
Developments and construct or acquire new Public Housing Units. SAHA hopes to<br />
simplify and streamline the <strong>HUD</strong> approval process through granting SAHA all measures<br />
and waivers detailed in <strong>HUD</strong>‟s Proposed Rule for the “Streamlined Application Process<br />
in Public/Private Partnerships for Mixed-Finance Development of Public Housing Units”<br />
as published in the Federal Register on December 27, 2006. More housing choices will<br />
be created through the resulting reduction of development costs and a reduction in the<br />
predevelopment processing time required closing on financing.<br />
B. Status Update:<br />
SAHA‟s MTW Activity 2 was approved in the year 2010-2011. SAHA is creating a<br />
Development, Redevelopment and Acquisition Policy to streamline SAHA‟s strategic<br />
planning and policy refinement process to create a work program that fulfills SAHA‟s<br />
goals as an MTW agency. The purpose of this activity is to create, and increase SAHA‟s<br />
affordable housing stock by reducing cost to the agency, as well as predevelopment<br />
finance processing time requirements. SAHA has not implemented this activity, and<br />
may implement it in the spring of 20<strong>12</strong>.<br />
C. Modifications:<br />
There are no proposed modifications for <strong>FY</strong> 2011-20<strong>12</strong>.<br />
D. Evaluators:<br />
SAHA will not be using outside evaluators to monitor or evaluate this activity.<br />
