<strong>Franklin</strong> <strong>Boulevard</strong> <strong>Study</strong> Concept<br />
Development Report<br />
Introduction<br />
Between May 2007 and March 2008, the <strong>City</strong> <strong>of</strong> <strong>Springfield</strong> and its consultant team led by<br />
CH2M HILL considered and evaluated improvements to <strong>Franklin</strong> <strong>Boulevard</strong> from I-5 to<br />
Nugget Way and to the intersections. The improvements included arterial and multiway<br />
boulevard options. The project’s study area extended from I-5 to the west, the <strong>Springfield</strong><br />
bridges to the east, the Willamette River to the north, and Nugget Way to the south. The<br />
process <strong>of</strong> developing and evaluating options relied on input gathered from a 17-member<br />
Stakeholder Advisory Committee, project open houses, and meetings with the <strong>Springfield</strong><br />
<strong>City</strong> Council.<br />
This report documents the alternatives considered, the screening process, and the<br />
development <strong>of</strong> a preferred alternative as well as the public and agency involvement<br />
process. For clarity, the north-south section <strong>of</strong> <strong>Franklin</strong> <strong>Boulevard</strong>/McVey Highway is<br />
referred to as the McVey Highway in this report.<br />
Concept development and selection process<br />
Project purpose and evaluation framework<br />
The project team and Stakeholder Advisory Committee worked together to develop a<br />
statement <strong>of</strong> project purpose and evaluation framework for comparing concepts. The<br />
<strong>Franklin</strong> <strong>Boulevard</strong> <strong>Study</strong> Problem Statement and evaluation framework is attached to this<br />
report. The evaluation framework included criteria in the following categories:<br />

Cost (project costs and land acquisition)<br />
Natural environment (sustainability, relationship to the river, environmental impacts)<br />
Community values and economic development (multimodal access, development<br />
potential, impacts to the existing business community)<br />
Transportation performance (freight, intersection performance, local and regional traffic)<br />
The project team developed measures for criteria developed by the Stakeholder Advisory<br />
Committee.<br />
Concept development workshop<br />
In August 2007, the project team held a three-day concept development workshop aimed at<br />
generating a complete universe <strong>of</strong> improvement concepts for:<br />

<strong>Franklin</strong> <strong>Boulevard</strong> from I-5 to the <strong>Springfield</strong> bridges.<br />
