FRANKLIN BOULEVARD STUDY CONCEPT DESIGN REPORT<br />

The existing alignment widened south options for both the improved arterial and multiway<br />

boulevard had more benefits and fewer impacts than the other options. The hybrid options<br />

could not be compared to the arterial and multiway options at this stage <strong>of</strong> design. The<br />

project team and Stakeholder Advisory Committee agreed that a hybrid design that<br />

combined sections <strong>of</strong> arterial and multiway boulevard based on the existing alignment<br />

widened to the south be advanced for further design.<br />

<strong>Franklin</strong>/McVey intersection<br />

The project team compared the costs, benefits and impacts <strong>of</strong> a roundabout and a signal<br />

treatment at the corner <strong>of</strong> <strong>Franklin</strong> <strong>Boulevard</strong> and the McVey Highway. The signal and<br />

roundabout options had similar construction costs, right-<strong>of</strong>-way impacts and building<br />

displacements. With the current level <strong>of</strong> transportation analysis, both treatments are<br />

expected to accommodate future traffic demands.<br />

The Stakeholder Advisory Committee preferred the roundabout treatment because it<br />

provided an opportunity to create a gateway site for people entering Glenwood from<br />

downtown <strong>Springfield</strong>.<br />

Preferred concept<br />

The project team developed a hybrid option that included segments <strong>of</strong> the improved arterial<br />

and multiway boulevard cross-sections. This preferred concept includes an improved<br />

arterial segment, a segment with multiway boulevard treatments on both sides <strong>of</strong> <strong>Franklin</strong><br />

<strong>Boulevard</strong>, and a hybrid segment with multiway boulevard treatments on the north side <strong>of</strong><br />

<strong>Franklin</strong> <strong>Boulevard</strong> and enhanced arterial treatments on the south side <strong>of</strong> <strong>Franklin</strong><br />

<strong>Boulevard</strong>. It is illustrative, in the sense that the segments lengths and treatments illustrate<br />

relationships between the right <strong>of</strong> way and adjacent development. The Stakeholder<br />

Advisory Committee unanimously endorsed this concept.<br />

The Stakeholder Advisory Committee preferred this concept because it advances the<br />

riverfront plan and community goals for redevelopment, while reflecting the input <strong>of</strong><br />
