Nugget Way.<br />

The intersection <strong>of</strong> <strong>Franklin</strong> <strong>Boulevard</strong>/A Street/Main Street (<strong>Franklin</strong>/McVey<br />

intersection).<br />

The intersection <strong>of</strong> <strong>Franklin</strong> <strong>Boulevard</strong> and Glenwood <strong>Boulevard</strong>.<br />

The concept development workshop included the consultant team, city staff representing<br />

the <strong>Springfield</strong> Economic Development Agency (SEDA) and the transportation and<br />

planning divisions, the general public, and members <strong>of</strong> the Stakeholder Advisory<br />

Committee. The results <strong>of</strong> the design workshop were presented to the <strong>City</strong> Council for their<br />

approval.<br />

Cross sections<br />

During the concept development workshop, three potential cross-sections were developed<br />

for <strong>Franklin</strong> <strong>Boulevard</strong>: improved arterial, multiway boulevard, and a hybrid <strong>of</strong> the<br />

multiway boulevard and arterial cross sections. One cross-section that included a travel lane<br />

in each direction, a center turn lane/median, sidewalks and bike lanes was agreed-upon for<br />

the McVey Highway.<br />

Concepts advanced at design workshop<br />

The project team developed concepts to realign <strong>Franklin</strong> <strong>Boulevard</strong> to 14 th Avenue, and to<br />

widen <strong>Franklin</strong> <strong>Boulevard</strong> on its existing alignment either to the south or both to the north<br />

and to the south. These concepts, 14 th Avenue alignment, <strong>Franklin</strong> widened south, and<br />

<strong>Franklin</strong> widened north and south, were advanced for further study after the concept<br />

development workshop.<br />

Intersection concepts advanced at design workshop<br />

The project team also developed concepts for the <strong>Franklin</strong> <strong>Boulevard</strong>/McVey Highway<br />

intersection. The team developed a roundabout option, a signalized option and a coupletlike<br />

option (also referred to a square-about).<br />

Concept design workshop results<br />

At the conclusion <strong>of</strong> the design workshop, <strong>City</strong> Council directed the project team to<br />

consider the following nine concepts for improvements to <strong>Franklin</strong> <strong>Boulevard</strong>:<br />

1. 14 th Avenue Multiway <strong>Boulevard</strong><br />

2. 14 th Avenue Arterial<br />

3. 14 th Avenue Hybrid (half multiway boulevard/half arterial)<br />

4. <strong>Franklin</strong> <strong>Boulevard</strong> Arterial, widened to the south<br />

5. <strong>Franklin</strong> <strong>Boulevard</strong> Multiway <strong>Boulevard</strong>, widened to the south<br />

6. <strong>Franklin</strong> <strong>Boulevard</strong> Hybrid (half multiway boulevard/half arterial), widened to the<br />

south<br />

7. <strong>Franklin</strong> <strong>Boulevard</strong> Arterial, widened to the north and south<br />

8. <strong>Franklin</strong> <strong>Boulevard</strong> Multiway <strong>Boulevard</strong>, widened to the north and south<br />

9. <strong>Franklin</strong> <strong>Boulevard</strong> Hybrid (half multiway boulevard/half arterial), widened to the<br />

north and south<br />
