agroecology <strong>and</strong> <strong>the</strong> struggle <strong>for</strong> food sovereignty<br />

are mixed in quality, but greater difficulties arise when <strong>the</strong> policies are implemented.<br />

The officials in charge of executing <strong>the</strong> new policies are ei<strong>the</strong>r ignorant of what agroecology<br />

is <strong>and</strong> how to deal with it, or simply do not agree with <strong>the</strong> new paradigm <strong>and</strong><br />

refuse to comply with <strong>the</strong> new orientations.<br />

From <strong>the</strong> ANA membership, it is more <strong>and</strong> more clear that this situation will mean<br />

a disaster <strong>for</strong> <strong>the</strong> agroecological approach as a government initiative. All new policies<br />

are threatened by <strong>the</strong>ir lack of articulation, sheer sabotage in execution, <strong>and</strong> an institutional<br />

culture in government bodies that strongly resist any changes in <strong>the</strong> development<br />

paradigm.<br />

Brazilian civil society organizations are expecting <strong>the</strong> participation of FAO (<strong>the</strong><br />

U.N. <strong>Food</strong> <strong>and</strong> Agriculture Organization) in a concerted process involving NGOs,<br />

farmer organizations, <strong>and</strong> various government bodies to help to overcome several of<br />

<strong>the</strong>se problems. Policy <strong>for</strong>mulation can benefit from worldwide experiences that FAO<br />

can bring to <strong>the</strong> process but, most of all, it is FAO’s respectability <strong>and</strong> ideological<br />

power that can enormously contribute to breaking <strong>the</strong> prejudices still ingrained in<br />

Brazilian civil servants, including <strong>the</strong> newly arrived left wingers from <strong>the</strong> Workers<br />

Party.<br />
