DOCUMENT "A" Attached to ALT 31667'10 Original<br />

CONDITIONS OF APPROVAL<br />

(Regulations 90-80 under <strong>the</strong> Clean Water Act Chapter C-6.1, Act of New Brunswick 1989)<br />

( 1 ) that any debris and excavated material be removed from <strong>the</strong> watercourse/wetland and adjacent<br />

areas and disposed of, or placed in a manner where it cannot be returned to <strong>the</strong><br />

watercourse/wetland;<br />

( 2 ) that all necessary precautions be taken to prevent discharge or loss of any harmful material or<br />

substance into <strong>the</strong> watercourse/wetland; including but not limited to creosote, hydrocarbons,<br />

biocides, fresh cement, lime, paint or concrete;<br />

( 3 ) that exposed material resulting from cut and fill operations be stabilized against erosion<br />

immediately upon completion of <strong>the</strong> project to reduce siltation of <strong>the</strong> watercourse/wetland, unless<br />

stated o<strong>the</strong>rwise in <strong>the</strong>se "Conditions of Approval";<br />

( 4 ) that machinery and pollutants be located or stored in areas not in danger of floodwaters;<br />

( 5 ) that <strong>the</strong> permittee ensure that a copy of this permit (including <strong>the</strong> conditions of approval) is kept<br />

at <strong>the</strong> alteration site <strong>for</strong> <strong>the</strong> duration of <strong>the</strong> project, and such copy shall be produced by <strong>the</strong><br />

permittee upon <strong>the</strong> request of an inspector designated to act on behalf of <strong>the</strong> Minister of<br />

Environment, or an employee of <strong>the</strong> federal Department of Fisheries and Oceans Canada;<br />

( 6 ) that an annual report of <strong>the</strong> work which has been carried out each year and a summary of <strong>the</strong><br />

work planned <strong>for</strong> <strong>the</strong> following year shall be submitted to <strong>the</strong> New Brunswick Department of <strong>the</strong><br />

Environment anually;<br />

( 7 ) that all in-water work shall be carried out between June 1st and September 30th only;<br />

( 8 ) that no temporary access roads shall be constructed or temporary culverts shall be installed to<br />

facilitate <strong>the</strong> activities covered by this permit without prior approval from <strong>the</strong> New Brunswick<br />

Department of <strong>the</strong> Environment;<br />

( 9 ) that driftwood shall not be buried in an area over which surface runoff will drain unchecked, into a<br />

watercourse and all exposed erodible backfill must be levelled off, smooth graded and ei<strong>the</strong>r<br />

hydroseeded or seeded by conventional means and blanketed with hay/straw mulch immediately<br />

following completion of <strong>the</strong> burial of <strong>the</strong> material at each site;<br />

( 10 ) that rip-rap and armour stone shall be clean, durable, non-ore-bearing, non-toxic rock obtained<br />

from a non-watercourse source;<br />

( 11 ) that <strong>the</strong> armour stone/rip-rap shall not be dumped or pushed over <strong>the</strong> bank but ei<strong>the</strong>r lowered in<br />

place with a machine capable of controlling <strong>the</strong> dropping of <strong>the</strong> rock or placed from <strong>the</strong> base of<br />

<strong>the</strong> bank by equipment stationed on a barge;<br />

( 12 ) that all repairs/upgrades to <strong>the</strong> infrastructure and appurtenant control/monitoring equipment of<br />

<strong>the</strong>se hydro generating facilities and <strong>the</strong> dams on <strong>the</strong> outlet of <strong>the</strong> lakes used as storage<br />

reservoirs, shall be carried out in isolation of <strong>the</strong> water being impounded by or discharged<br />

through <strong>the</strong> control structure;<br />

( 13 ) that turbid water from dewatering operations be routed through a settling pond or over existing<br />

vegetation sufficient in distance from <strong>the</strong> waterbody to ensure that <strong>the</strong> level of suspended solids<br />

in <strong>the</strong> water column does not increase more than 25 milligrams per litre above background<br />

levels;<br />

( 14 ) that any fish trapped when isolating a work area from <strong>the</strong> remainder of <strong>the</strong> submerged footprint of<br />

<strong>the</strong> waterbody, shall be immediately captured alive and relocated out of harms way;<br />

( 15 ) that sediment control works be installed at <strong>the</strong> onset of work at a facility, added wherever<br />

necessary to control sedimentation, and maintained such that it per<strong>for</strong>ms it's intended function<br />

throughout <strong>the</strong> project;<br />

( 16 ) that <strong>the</strong> applicant take necessary steps to ensure that his/her actions, and/or those of his/her<br />

agent, do not result in noticeable suspened solids in a waterbody as a result of <strong>the</strong> activities<br />

covered by this permit;<br />

( 17 ) that none of <strong>the</strong> danger trees, driftwood, deadheads and floating woody debris shall be buried at<br />

<strong>the</strong> sites where <strong>the</strong> material is removed from <strong>the</strong> headponds and all <strong>the</strong> chips stockpiled during<br />

chipping operations shall be removed from <strong>the</strong>se sites prior to <strong>the</strong> chipper leaving a site;<br />
