REVISED PROJECT DESCRIPTION AND ENVIRONMENTAL IMPACT ASSESSMENT (<strong>EIA</strong>) REGISTRATION<br />

FOR THE NEPISIGUIT FALLS GENERATING STATION MODIFICATION AND REHABILITATION PROJECT<br />

3.0 SUMMARY OF EXISTING CONDITIONS<br />

3.1 GEOGRAPHIC LOCATION<br />

The Project is located at <strong>the</strong> Nepisiguit Falls on <strong>the</strong> Nepisiguit River, in <strong>the</strong> community of<br />

Bathurst Mines, Gloucester County, NB (Figure 1.1). The Project is located in a remote part of<br />

<strong>the</strong> province, approximately 35 km south of <strong>the</strong> City of Bathurst, in nor<strong>the</strong>rn New Brunswick.<br />

For <strong>the</strong> purpose of this document, <strong>the</strong> spatial boundaries <strong>for</strong> <strong>the</strong> Project include <strong>the</strong> Project<br />

Development Area (PDA) and <strong>the</strong> Local <strong>Assessment</strong> Area (LAA), defined as follows. The PDA<br />

includes <strong>the</strong> area of physical ground disturbance associated with <strong>the</strong> development of <strong>the</strong> Project<br />

facilities (Figure 2.1), as represented by <strong>the</strong> physical Project activities described in <strong>the</strong> Project<br />

Description. The LAA includes <strong>the</strong> PDA and o<strong>the</strong>r adjacent areas with a radius of 500 m around<br />

<strong>the</strong> NFGS (Figure 1.1), which given <strong>the</strong> Project Description generally represent <strong>the</strong> outer limits<br />

where Project-related environmental effects might reasonably be expected to occur.<br />

3.2 ATMOSPHERIC ENVIRONMENT<br />

Through NBENV, <strong>the</strong> Province of New Brunswick operates a network of ambient air quality<br />

monitoring stations within <strong>the</strong> province to measure <strong>the</strong> ground-level concentrations of a variety<br />

of air contaminants. The nearest monitoring station to <strong>the</strong> Project is located in Bathurst. The<br />

Bathurst monitoring stations are relatively new, having been operated since 2005 and May 2006<br />

<strong>for</strong> ground-level concentrations of PM 2.5 and O 3 , respectively. The most recent reported data<br />

from NBENV is <strong>for</strong> <strong>the</strong> year 2008 (NBENV 2010).<br />

Monitoring results <strong>for</strong> PM 2.5 <strong>for</strong> <strong>the</strong> Bathurst station in 2008 showed no hourly values exceeding<br />

30 µg/m³ (<strong>the</strong> Canada Wide Standard or CWS). The annual average concentration of PM 2.5<br />

measured at <strong>the</strong> Bathurst station was 6.3 µg/m³, which is well below <strong>the</strong> CWS. The CWS is<br />

30 µg/m³ by 2010 (24-hour averaging time) where achievement is based on <strong>the</strong> annual 98 th<br />

percentile ambient measurement, averaged over three consecutive years. No provincial<br />

guideline or standard exists <strong>for</strong> PM 2.5 .<br />

The Project is located in a largely rural area within <strong>the</strong> community of Bathurst Mines, in<br />

Gloucester County, with no substantive industrial sources (which tend to release air<br />

contaminants) located nearby. Thus, sources of air contaminants in <strong>the</strong> immediate vicinity of <strong>the</strong><br />

Project are mainly limited to vehicle and home heating emissions. The nearest facilities<br />

reporting to <strong>the</strong> National Pollutant Release Inventory (NPRI) is Brunswick Mine located<br />

approximately 19.5 km nor<strong>the</strong>ast of <strong>the</strong> NFGS (Environment Canada 2008). Given that in 2006<br />

<strong>the</strong> rate of compliance with <strong>the</strong> ambient air quality standards is 100% <strong>for</strong> <strong>the</strong> Bathurst ambient<br />

monitoring station and <strong>the</strong>re are no nearby industrial emissions sources, <strong>the</strong> air quality in <strong>the</strong><br />

PDA is expected to be very good.<br />

Existing sound quality conditions in <strong>the</strong> vicinity of <strong>the</strong> Project were not measured <strong>for</strong> this<br />

assessment, based on <strong>the</strong> nature and relatively limited scale of <strong>the</strong> Project. However, given <strong>the</strong><br />
